Village of Loami Village Board met April 14.

Mayor Mann opened the Regular Board Meeting up at 6:00PM

TREASURER’S REPORT: Mayor Mann presented the March 2020 Treasurer’s report to the board for approval. Trustee Holloway made a motion to accept the report as presented to the board. Trustee Hamilton seconded the motion. Vote taken, motion carries. Roll call – Branson – Aye, Grider – Aye, Hamilton – Aye, Holloway – Aye, Mann – Aye, Patterson – Aye. Nay – 0.

APPROVAL OF MINUTES: Mayor Mann presented the March 11th, 2020 Regular Board Meeting for approval. Trustee Hamilton made an amendment to the minutes. Trustee Hamilton made a motion to approve the minutes as amended. Trustee Branson seconded the motion. All favored, motion carried.

APPROVAL OF PAYMENTS: Mayor Mann presented the unpaid bills to the board for approval. Mayor Mann also asked for board approval to pay the following bills that we will be receiving invoices for in the following two weeks:

Amco Fence $6,500.00 (Water Dept), Brown Tree Service $3,500.00 (Park Dept), Sangamon County Bridge Fund $5,200.00 (Street Dept), Jim Edwards Trucking approximately $1,600.00 (Sewer Dept).

Schnapp Sewer approximately $1,200.00 – $2,000.00 (Street Dept). The Public Works Dept reports there are several tile sink holes behind the Garske house on Main (Jason Combs property) and are unsure of whose responsibility this is, however, it is a large tile that runs through our Village and we do have the funds in this year’s fiscal budget to cover costs.

Trustee Hamilton suggested we check with our Village Attorney to see if it is alright to make the tile repair on Mr. Combs private property. The board agreed.

Trustee Patterson made a motion to approve the unpaid bills and Mayors presented bills except for Schnapp Sewer until consultation with Attorney Rabin. Trustee Mann seconded the motion. Vote taken, motion carries. Roll call – Branson Aye, Grider – Aye, Hamilton – aye, Holloway – Aye, Mann – Aye, Patterson – Aye. Nay – 0.

VISITORS: No Visitors

OLD BUSINESS: Mayor Mann presented the board with the Resolution 2020-1A. A Resolution for Maintenance Under the Illinois Highway Code. Trustee Holloway made to motion to approve Resolution 2020-1A. Trustee Hamilton seconded the motion. Vote taken, motion carries. Roll call – Branson – Aye, Grider – Aye, Hamilton – Aye, Holloway – Aye, Mann – Aye, Patterson – Aye. Nay – 0.

Mayor Mann presented Ordinance 20-02 An Ordinance making Appropriation for all Corporate Purposes for the Village of Loami, Illinois for the fiscal year commencing on the 1st day of May 2020 and ending on the 30th day of April 2021. Trustee Holloway made a motion to approve Ordinance 20-02. Trustee Hamilton seconded the motion. Vote taken, motion carries. Roll call – Branson – Aye, Grider – Aye, Hamilton – Aye, Holloway – Aye, Mann – Aye, Patterson – Aye. Nay – 0.

NEW BUSINESS: Mayor Mann stated that SGT Dillon, Loami PD did get us a quote on new gutters around the Police Department side of the Jacobs Building, 6-inch gutters at $2,400.00; Chief Workman stated that $700.00 can come out of the Police Department Budget if the General fund can cover the remaining $1,700.00. Trustee Patterson made a motion to approve the cost and installation of the new gutters. Trustee Mann seconded the motion. Vote taken, motion carries. Roll call – Branson – Aye, Grider – Aye, Hamilton – Aye, Holloway – Aye, Mann – Aye, Patterson – Aye. Nay – 0.

Trustee Holloway made a motion to postpone all Community Events due to COVID-19. Trustee Mann seconded the motion. All favored, motion carried.

Mayor Mann presented Ordinance 20-03 An Ordinance Addressing the Payment of Cable Television Franchise Fees in the Village of Loami, Illinois Trustee Holloway made a motion to approve Ordinance 20-03. Trustee Branson seconded the motion. Vote taken, motion carries. Roll call – Branson – Aye, Grider – Aye, Hamilton – Aye, Holloway – Aye, Mann – Aye, Patterson – Aye. Nay – 0.

DEPARTMENT REPORTS:

PARKS – Trustee Patterson stated a few trees have been removed from the Park and there is also a Beaver problem at the Reservoir that the Public Works Department is working on resolving it.

STREETS DEPARTMENT – Trustee Hamilton stated that we are just waiting to hear back from the Village Engineer on how soon we can get the Culvert repaired.

POLICE DEPARTMENT – Trustee Mann stated things have slowed down at the Loami PD. Chief Workman submitted the Police Report to the board, which is on file at the Village Hall.

PERMITS – Trustee Mann stated no permits.

DELINQUENT BILLS – Trustee Grider stated there were no shutoffs this month.

WATER/SEWER DEPARTMENT – Trustee Holloway stated that the fence around the Water Tower has been replaced and looks great. Nothing to report on the Sewer Department.

PUBLIC SAFETY – Trustee Mann stated that her and the Chief are planning a walk around the Village for violations.

With no further business at hand, Trustee Grider made a motion to adjourn the regular meeting. Trustee Holloway seconded it. All favored, motion carries.
