City of Petersburg Council met June 16.

Here is the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:02 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney John Gabala. Alderman Nathan Grosboll was absent.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Gain and seconded by Alderman Sonnemaker to approve the agenda as Presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Molohon and seconded by Alderman Allison to approve the minutes of June 2, 2020 Regular Meeting. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

IV. HEARING OF CITIZENS

None

V. DEPARTMENTAL REPORTS

A. Water 

1. Water Collector presented the Water Collector’s Report for the Month of May 2020.

A. This is the first month of the 2020 fiscal year. Revenues are down a little as compared to last year. B. Discussion about large water leak at New Salem Historic Site. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the Water Collector’s Report and adjustments for the Month of May 2020. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. The Mayor read the Water Superintendent’s Report for May 2020.

B. Street

1. The mayor presented the Street Department Report for May 2020.

A.Street Department has been replacing side walks around town. B.Patching roads, brushing and bagging. C. Discussion on branch and brush pick up going to once a month for July, August and September. Vote to be taken at the July meeting.

C. Zoning

1. Zoning Administrator John Ramage presented the Zoning Report for May.

A. The First Quarter Zoning Report for Building Permits was presented. B. Attended the February 12, 2020 Fire Accident Investigation meeting for the Old School Fire C. Attended the February 18, 2020 meeting regarding Menard County Housing, IL Housing Development Authority. D. Discussion on the TIFF Grant Requests still pending for 2019 and the new Application for 2020. E. Discussion of a resolution to authorize the County to take over the process of assigning addresses to City Property. This would create more unified addresses and more towards Government Standards. F. Zoning in B-1.

VI. OFFICERS’ REPORTS

A. Mayor’s Report

1. Food Truck Discussion.

A. Discuss on the process of changing the Ordinances to allow Food Trucks. 1. A motion made by Alderman Gorman seconded by Alderman Gain to direct the Planning Commission to explore the Ordinances to Allow Food Trucks in the City. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED. B. Ordinance 2020-03. AN ORDINANCE AMENDING A POLICY TO PROHIBIT SEXUAL HARASSMENT IN THE CITY OF PETERSBURG, ILLINOIS. 1. A motion to adopt Ordinance No. 2020-03 AN ORDINANCE AMENDING A POLICY TO PROHIBIT SEXUAL HARASSMENT IN THE CITY OF PETERSBURG, ILLINOIS. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED. C. Discussion on Increasing the TIFF Grant Money for 2020-2021 Fiscal Year. 1. A motion made by Alderman Gain seconded by Alderman Allison to increase the Façade Program TIFF Grant Money to $45,000.00 for the 2020-2021 fiscal year. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

B. Treasurer’s Report

1. The Treasures report was presented. 

A. A motion made by Alderman Molohon seconded by Alderman Sonnemaker to approve the Treasures Report as presented. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. Set Budget meeting. 

A. The next Budget Meeting will be held on June 23, 2020 at 7 p.m. in the Senior Center.

X. Old Business

A. Discussion on the retaining wall on Rutledge between 9th and 10th street.

B. Discussion about the water bill for Petersburg Poultry.

C. The Council by consensus Leaf Bags and Brush pickup will only be the First Monday of the months of July, August, and September. Vote to come at the next meeting.

D. Discussion on drainage on Vineyard Hills Road.

X. NEW BUSINESS

1. Discussion of getting a new company to sponsor our web site. To be put on the agenda for the next regular meeting.

2. Discussion of increasing the B-1 Business District to extend north on 6th street to the Dollar General Store.

3. Received a letter from Senator Bill Brady. He has put the City in for another $20,000.00 for Infrastructure Improvements.

4. Expansion of B-1. Alliance Community Bank is going to purchase the two lots directly north of them for additional space. They would like to change them to B-1 zoning.

XII. ADJOURNMENT

A motion was made by Alderman Gain and seconded by Alderman Allison to adjourn the meeting. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:26 p.m.
