City of Petersburg City Council met Aug. 18.
Here is the minutes provided by the council:
I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:05 p.m.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, and Rick Sonnemaker. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Sam Bobor.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gain and seconded by Alderman Gorman to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
III. SPECIAL COMMITTEES
A. Personnel Committee’s Recommendation. Chairman Rick Sonnemaker brought forth the name of Cale Ciesler for recommendation for employment to the Street Department.
A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the recommendation of the Personnel Committee and hire Cale Ciesler for the Street Department Position and the starting rate of $12.00 per hour contingent on obtaining the Sprayers license and CDL within the year requirement. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
IV. CITY CLERK
A. The City Clerk presented the Warrant List and Accounts Payable.
A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Molohon, yes; Gain, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the
MOTION CARRIED.
B. The City Clerk presented the minutes for the August 4, 2020 Regular meeting. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the minutes of August 4, 2020 Regular Meeting. VOTES: Gain, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
C. The City Clerk presented the minutes for the August 4, 2020 Finance Committee Meeting. A motion was made by Alderman Gain seconded by Alderman Sonnemaker to approve the minutes of the August 4, 2020 Finance Committee Meeting. VOTES: Gain, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
V. HEARING OF CITIZENS
A. Abby Simmons with the Menard County Jaycee’s wanted to discus the Halloween Parade. She wanted to get the Councils take on holding the Halloween Parade this year. They had decided to postpone it because of Coved-19 but wanted the Councils opinion.
VI. DEPARTMENTAL REPORTS
A. Water
Alderman Grosboll arrived at 7:12 p.m.
1. Water Collectors Report. The city sold more water this month as compared to this time last year, but revenue is still down about $10,000. There are 3 adjustments for sewer charges for pool filling or leaks. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Water Collectors Report for the month of July 2020. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
2. Discussion of shutoff’s for this week. There were about 60 from the past few months of waiving the shutoffs because of Covid-19. She will start calling individuals about being shut off and on consensus of the Council will start shutting off accounts with 60 days in the rears.
3. Water Superintendents Report. Superintendent Dave Troxell gave his monthly report.
4. Road Program. The Acceptance of Proposal form IRC for providing materials for the Oil and Chip Program for Motor Fuel Tax. A motion made by Alderman Gain seconded by Alderman Gorman to approve the Acceptance Letter to IRC for the MFT Road Program. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION
CARRIED.
B. Street
1. Street Superintendents Report. Superintendent Dave Troxell gave his monthly report.
C. Zoning
1. Zoning Administrator presented the 2nd Quarter 2020 Zoning Report. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Zoning Report for the 2nd Quarter. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
2. A Façade Improvement Grant Application was presented. Shawn McKinney with Terror on the Square is requesting a grant for Architectural drawings to submit to the State Fire Marshal’s Office to bring if up the code and make it compliant with the Life Safety Code in Illinois. Discussion was held; the council felt if this proposal was part of his complete plans for renovation they may consider.
VI. OFFICERS’ REPORTS
A. Mayor’s Report
1. Grain Bin Training. The Menard County Fire Protection District is going to schedule Grain Bin Training in the near future and will include Fire Departments from the area. This will make the Department Grain Bin Certified.
2. City Wide Clean-up. Discussion was held and the Council decided to hold it the week of Nov 1st to the 7th.
3. Bid Cost for Radio Equipment Building. The 911 Board presented a bid for $5708.00. By consensus of the Council we are not interested in participating in this project.
1. The Treasures report was presented. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Treasures Report as presented. VOTES: Grosboll, yes; Gain, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
2. Post Budget for Public View. A motion made by Alderman Gorman seconded by Alderman Gain to post the budget for Public View. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED. The Public Hearing is set for 6:55 p.m. October 6, 2020.
