Village of Chatham Committee of the Whole met Oct. 13.

Here is the minutes provided by the committee:

A. Call to Order

1. Roll Call

Present: Trustee Mann, Trustee Gerger, Trustee Chiaro, Trustee Detmers, Trustee Mau, and Trustee Scherschel

Others Present: Village Manager McCarthy, Police Chief Foli, Village Attorney Greg Moredock, and Clerk Dahlkamp

Absent: Village President Kimsey

2. Public Comments Agenda Topics: If you have a Public Comments on Agenda Topics you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

B. Consent Agenda

1. Approve Minutes from Tuesday, September 8th, 2020.

Trustee Mau moved, seconded by Trustee Chiaro to put the consent agenda on the table for action. The consent agenda passed 6 yes, 0 no, and 0 absent as follows: Trustee Mann yes, Mau yes, Chiaro yes, Gerger yes, Scherschel yes, and Detmers yes.

C. Old Business

There was NO old business.

D. New Business

1. CMT Engineering Updates

Jim Michael- Letter of Credit for subdivisions missing sidewalks being put in the Willows. There is a sunken sidewalk being fixed in Iron Bridge Estates. Some construction is closing out at Cardinal Ridge. Chloramines are the number one priority for the water. Jim Roth and Bill Brown are working with SSWC to make this change happen. There have been drainage improvements in Iron Bridge Plat II. Pavement improvements have been coming along the bike trail and Plummer Blvd. Bid proposals for the intersection at Ptarmigan and Garvey are going to the Clarion. This project should only take one week. MFT in Oakbrook under approval of plans from IDOT. There will be notifications when the bridge on the bike trail is closed so citizens are informed.

2. Right of Way Discussion

Ordinance does not specify who is in charge of maintaining the right of way. The village is responsible for the sidewalks but not the lower portion of an owner's driveway.

3. Employee Evaluations and Surveys Discussion

Trustee Gerger stated an employee survey for village employees would be beneficial. The trustees are being asked to email a list of questions they would like to see on said survey. Trustee Gerger will compile the questions and email them to Village Administrator McCarthy. The survey will then be distributed in February or March. One on one employee evaluations will be conducted along with the lead worker.

4. Village Manager Update

Mulberry Street will be closed from 9-6 this coming Saturday for a corn hole tournament for Chatham Sports Boosters. Risk Management and workman's compensation are currently out for bids. The Village is hoping to select a firm by November 10th. There will be an ordinance for a pre annexation of property going to be on the next meeting agenda.

5. Public Property & Recreation Committee Discussion

September 19th meeting- Some Jaycee Park improvements have been made. There was a village wide clean up day with over 70-75 volunteers come out and help clean. There are currently no dog park updates at this time. The location for the dog park is still TBD.

6. Utility Oversight Committee Discussion

Residents are getting their utilities shut off with only one proper notification on the utility bill. This past month, 210 residents were shut off and 176 of them worked out a payment plan. Some of these homes are unused rentals or abandoned homes. The trustees requested that the newly automated phone system needs a Chatham telephone number, and not an out of area number. They requested the system needs to leave a voice message every time a resident is notified and does not answer. Village Admin McCarthy said he is going to get additional information on the automated system and how it functions. August of 2020 bills were extremely high. Village Admin McCarthy is going to speak with CFO Dierking about having Sikich do an utility audit.

There were no public comments on village business.

Trustee Chiaro moved, seconded by Trustee Scherschel to adjourn the meeting. This was passed by voice vote at 7:37 PM.
