City of Petersburg City Council met Sept. 1.

Here is the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:10 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney John Gabala.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Molohon and seconded by Alderman Gain to approve the agenda as amended. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gain and seconded by Alderman Grosboll to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the minutes of August 18, 2020 Regular Meeting. VOTES: Grosboll, yes; Gain, yes; Allison, abstain; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

C. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the Minutes of the August 18, 2020 Finance Committee Meeting. VOTES: Gain, yes; Allison, abstain; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.

D. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Personnel Committee Minutes of August 18, 2020.

VOTES: Allison, abstain; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

E. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Personnel Committee Executive Session Minutes of August 18, 2020. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, abstain. Mayor Snyder declared the MOTION CARRIED.

IV. HEARING OF CITIZENS

A. Kathy Spinner, Dick Tappan, and Brenda Kistler spoke about the sewer line on Tobaggon Hill Road. It was put in as a privet line and is requesting updating and the city to take position as a City sewer line. Discussion was held.

V. BID OPENINGS FOR THE CAT BULLDOZER

A. Bids were opened for the sale of the D-7 Cat Bulldozer.

Langley Trucking $20,500.00

Bruce A Mavis $8,553.00

Woodrum and Sons Inc. $22,500.00

Don Wilbur $6,000.00

Al Baker Aerial Spraying $23,676.67

Steve Whitehurst $10,300.00

James Dyer $15,001.00

A motion made by Alderman Gorman second by Alderman Gain to accept the bid from Al Baker Aerial Spraying for $23,676.67. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

VI. DEPARTMENTAL REPORTS

A. Police

A. Police Chief John Jones gave the Department Report. He discussion about a phone scam that was going around town about their internet provider and getting pass words. Please pass this information on to your constituents.

B. Fire

A. The mayor read the Fire Department Report. They had a total of 29 calls for the month of August. Fireman Damian Larson accepted a job with the Lincoln City Fire Department. He will be moving to Logan County within the next year.

Truck 1 will be having its annual inspection in Sept. or Oct. The 911 Board is proceeding to install the Mini-split in the Washington Street radio building at their cost.

C. Zoning

1. No recommendation as yet from the Zoning Committee on expanding the B-1 district down 6th street.

VII. OFFICERS’ REPORTS

A. Mayor’s Report

1. The Mayor posted the Alderman Committee assignments.

2. Ash Tree Treatments. A motion made by Alderman Gain seconded by Alderman Grosboll to accept the Clanton Tree Companies bid for the treatment for the Emerald Ass Bore not to exceed $2741.73. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

1. Discussion of Wage increase. A motion made by Alderman Molohon seconded by Alderman Gain to go into Executive Session to discuss Personnel issues. VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED. Entered Executive Session at 7:56 p.m.

2. A motion made by Alderman Gain seconded by Alderman Gorman to return to Regular Session. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED. Returned to Regular Session at 8:17 p.m.

A motion made by Alderman Sonnemaker Seconded by Alderman Gorman the Personnel Committee recommends changing the starting rate for Cale Ciesler to $13.00 per hour. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

IX. SPECIAL COMMITTEES’ REPORT

X. Old Business

A. City Wide Clean UP. The Mayor had bad news. He called Area Wide Disposal and they have lost 300 customers in the last few years and would not do it this year. In talking to A Team Disposal they quoated $67.75 per ton plus fuel costs. Discussion was held. It was tabled till next meeting so the Mayor can talk to A Team Disposal.

A motion was made by Alderman Gain and seconded by Alderman Allison to adjourn the meeting. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:36 p.m.
