City of Petersburg City Council met Oct. 6.

I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:00 p.m.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, Aldermen Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney John Gabala and Samantha Bobor. Alderman Kevin Molohon and Nathan Grosboll were absent.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gain and seconded by Alderman Allison to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
III. CITY CLERK
A. The City Clerk presented the Warrant List of October 2, 2020 and Accounts Payable for September 15, 2020 and October 6, 2020. A motion was made by Alderman Gain and seconded by Alderman Gorman to approve payment of the bills as listed on the Warrant of October 2, 2020 and Accounts Payable for September 15, 2020 and October 6, 2020. VOTES: Gorman, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
B. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve the minutes of September 15, 2020 Regular Meeting. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
C. A motion made by Alderman Gain seconded by Alderman Allison to approve the minutes of the September 15, 2020 CDBG Public Hearing. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
D. EXECUTIVE SESSION MINUTES REVIEW. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Resolution 2020-06 EXECUTIVE SESSION MINUTES REVIEW. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

V. DEPARTMENTAL REPORTS
A. Police
A. Police Chief John Jones gave the Police Report.
B. Executive Session, Personnel Matters. A motion made by Alderman Gain seconded by Alderman Allison to move to Executive Session to discuss Personnel matters. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
The Council moved to Executive Session at 7:13 p.m.
C. Resume Regular Session. A motion made by Alderman Gorman seconded by Alderman Gain to Resume Regular Session. VOTES: Sonnemaker, yes; Gorman, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. Regular Session resumed at 7:43 p.m.
B. Fire
A The Fire Department ran 40 calls for the month of September.
C. Zoning
A. Recommendations from the Planning Commission. The Planning Commission recommends R1 Zoning to B1 Zoning.
B. Ordinance 2020-07 AN ORDINANCE RECLASSIFYING THE PROPERTIES LOCATED AT 403 N 6th STREET;411 N 6th STREET; PIN 11-14-500-004; AND PIN 11-114-22-003 TO B-1, BUSINESS COMMERCIAL DISTRICT. A motion made by Alderman Gain seconded by Alderman Allison to pass Ordinance 2020-07 AN ORDINANCE RECLASSIFYING THE PROPERTIES LOCATED AT 403 N 6th STREET;411 N 6th STREET; PIN 11-14-500-004; AND PIN 11-114-22-003 TO B-1, BUSINESS COMMERCIAL DISTRICT. VOTES: Gorman, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
VI. OFFICERS’ REPORTS
A. Mayor’s Report
1. ICRMT Insurance Bid. The Mayor presented the Illinois Counties Risk Management Trust. This is for the liability of the Cities buildings, vehicles and property. The total amount is $130,226.00.
A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the bid from ICRMT of $130,226.00 for the Cities Liability Insurance with a 50/50 payment plan. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
2. Input on Community Needs Assessment. Anne Smith with The Menard County Housing Authority presented a Community Needs Survey. She discussed filling it out and getting the community involved.
3. The Mayor discussed adding some part time Street Dept hires.
B. Treasurer’s Report
1. The Treasurer presented the Appropriations Ordinance 2020-06 AN ORDINANCE ADOPTING THE ANNUAL APPROPRIATION FOR THE CITY OF PETERSURG, ILLINOIS FOR THE FISCAL YEAR MAY 1, 2020 TO APRIL 30, 2021. A motion made by Alderman Gorman seconded by Alderman Gain to pass Ordinance 2020-06 AN ORDINANCE ADOPTING THE ANNUAL APPROPRIATION FOR THE CITY OF PETERSURG, ILLINOIS FOR THE FISCAL YEAR MAY 1, 2020 TO APRIL 30, 2021. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman. Mayor Snyder declared the MOTION CARRIED.

IX. Old Business
A. City Wide Clean up. The Mayor is still waiting to hear from Republic. Try to get 5 free dumpsters and purchase 3 for $300.00 and do the same for A-Team and Area Wide do the same.
X. NEW BUSINESS
A. Dog Park. Edie Sternberg with Menard Animal Protection (MAP) is requesting a location to put a dog park. She is applying for a grant from Sally Lorraine Sedlak Vaughan Irrevocable Charitable Trust to construct the Dog Park in the Park at the East edge of the City at the NE corner of the intersection of Stephenson St. and 4th Street. By consensus of the Alderman they will allow the park as use as a Dog Park as long as MAP can secure the money to pay for it.
B. Skid Steer. We received bids for a new Skid Steer but CAT did not provide a Gov’t/Municipal Discount so Superintendent will have all re-bid and we will discuss at the October 20, 2020 meeting.
