Here is the agenda provided by the committee:

I. NOTICE OF CHANGE IN MANNER OF HOLDING MEETING 

Pursuant to Section 7(e) of the Illinois Open Meetings Act, the manner of holding the Jail Committee meeting is being changed. 

Governor Pritzker has issued a COVID-19 disaster declaration related to public health, and all of Sangamon County is covered by the disaster declaration. The Chairman of the Jail Committee has determined that holding a typical in-person meeting is not practical or prudent because of the disaster. Accordingly, Board members are not required to personally attend the standing committee meeting; instead, they may, and are encouraged to, participate by joining a telephone conference call. 

The Chairman has further determined that attendance at the regular meeting location by members of the public and the press is not feasible due to rules/directives governing the number of persons who may gather in any space during the disaster and the general need to maintain social distancing. Accordingly, members of the public and the press will not be allowed to attend the meeting in-person; however, any person who desires to monitor the meeting telephonically may call (217) 753-6650 to receive the call in number and password for the same telephone conference call Board members will use to participate in the meeting. 

Committee members and others calling into the meeting telephone conference must telephone the number provided promptly at 12:00 p.m. Once it is established that a quorum of the committee is present, whether telephonically or in person, the matters on the agenda will be addressed, regardless of whether all persons who were provided with the call in number and password have joined the conference call.

1. Purchase Order-Wex Bank for fuel for vehicles at a cost of $6,000. 

2. Purchase Order-AT&T for annual cell phone costs at a cost of $8,000.

3. Purchase Order-Zach Thomas for annual cost of autopsy assistance at a cost of $5,000. 

4. Purchase Order & County Board Resolution-National Medical Services for annual costs of  autopsy toxicology lab at a cost of $50,000.

5. Purchase Order & County Board Resolution-Memorial Medical Center for MMC Lab Services at a cost of $40,000.

6. Purchase Order-Paul Conway Shields Inc for body bags & PPE at a cost of $15,000. 

7. Purchase Order-John Scott Denton for pathologist fees at a cost of $25,000. 

8. Purchase Order-Carolyn Czako for autopsy transcription at a cost of $10,000. 

Tim Eggleston: 

1. Approval for promotion & salary adjustment for William Smith from Lieutenant to Asst Superintendent effective 1/25/2021 with an increase in annual salary from $80,001.88 to $87,214. (approved at 1/12/21 Finance Comm mtg) 

2. Approval to hire a Correctional Officer at an annual salary of $38,045 effective 1/25/21; the  previous employee left the position at an annual salary of $67,807 on 12/5/20 and left the payroll system on 12/11/20. (approved at 1/12/21 Finance Comm mtg)

3. Approval to hire a Secretary for Investigations at an annual salary of $28,322 effective 2/8/21; the previous employee left the position at an annual salary of $28,991 on 12/31/20 and left the payroll system on 1/8/21.

4. Approval to hire a Court Security Officer at an annual salary of $38, 135 effective 2/8/21; the previous employee left the position at an annual salary of $54,190 on 1/1/21 and left the payroll system on 1/8/21.

5. Approval to hire Matthew Marass for a Deputy position at an annual salary of $54,127 effective 2/8/21; the previous employee left the position at an annual salary of $92,693 on 12/1/20 and left the payroll system on 1/8/21.

6. Approval for Vehicle Disposal of 4 vehicles. 2013 Chevy Tahoe (8148)-20434, 2011 Ford Expedition (9106)-015545, 2013 Chevrolet Impala (9653)-20501, 2009 Chevrolet Impala  (6253)-10881 

7. Purchase Order-Ray O'Herron Co, Inc. for annual ammunition at a cost of $9,144. 

8. Pre-Travel Approval for Cortez Luttrell to attend the 14-week basic academy for Law  Enforcement from 1/10-4/16/21 in Decatur, IL for a total cost of $6,274.

9. Tuition will be reimbursed at 50%. Pre-Travel Approval for Tim Collins to attend the Macon County Law Enforcement Training  from 2/7-3/12/21 in Decatur, IL for a total cost of $3,915. 

10. Pre-Travel Approval for Jarred Kirby to attend the Macon County Law Enforcement Training  from 2/7-3/12/21 in Decatur, IL for a total cost of $3,915. 

11. Pre-Travel Approval for Timothy Howie to attend the Macon County Law Enforcement  Training from 2/7-3/12/21 in Decatur, IL for a total cost of $3,915. 

12. Pre-Travel Approval for William England to attend the Macon County Law Enforcement  Training from 2/7-3/12/21 in Decatur, IL for a total cost of $3,915. 

13. Pre-Travel Approval for Brad Clark to attend the Macon County Law Enforcement Training  from 2/7-3/12/21 in Decatur, IL for a total cost of $1,120.
