City of Petersburg City Council Met March 16.

I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:00 p.m.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Andrew Gain, Bruce Gorman, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Sam Bobor. Alderman Rick Sonnemaker was absent.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gain and seconded by Alderman Gorman to approve the agenda as presented. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
III. CITY CLERK
A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gain and seconded by Alderman Gorman to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
B. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the minutes of March 2, 2021 Regular Meeting. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
C. A motion was made by Alderman Gorman and seconded by Alderman Grosboll to approve the minutes of March 9, 2021 Finance Committee Meeting. VOTES: Grosboll, yes; Gain, yes; Allison, abstain; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
IV. HEARING OF CITIZENS
A. Discussion about Triathlon May 8 and the route it will take.
V. DEPARTMENTAL REPORTS
A. Water
1. Water Collector Georgia Ed presented the Water Collector’s Report for the month of February 2021. The department sold about 1 million 769 thousand less gallons. There is one adjustment for the month. A motion made by Alderman Gain to accept the Water Collector’s Report and the adjustment as presented. VOTES: Gain, yes; Allison, yes; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.
2. Water Superintendent Dave Troxell gave his report for the month of February 2021. The Water Plant VFD is being installed and needs to get the Computer guy out to sync it all up. That way in case of a fire we could put 1100 gallons of water per minute instead of 700. We have a tentative date of April 5 to redo the salt tank. We have the material for the new Subdivision coming and with drier weather we can get started on that.
Alderman Sonnemaker arrived at 7:11 p.m.
3. Dave needs to set a meeting with the Water Committee to discuss raising the Sewer Rates. Meeting set for 3/23/21 7:10 p.m.
B. Street
1. Street Superintendent Dave Troxell gave his report for the month of February 2021. We have been working on the Red Truck. Had to rebuild the front end and need to get a new plow for it.
2. The Vac truck we just spent $2500 to put a clutch in it and the tank is shot. We have a couple of used Vac Trucks in mind. A motion made by Alderman Gain seconded by Alderman Sonnemaker to purchase the Vac Truck from Bridgeton MO for $75,500.00 or less. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
C. Police
1. Discussion on the Part Time Police Employee Agreement. A motion made by Alderman Gorman seconded by Alderman Allison to approve the Part Time Police Employee Agreement as amended. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
2. Discussion on hiring Part Time Police Officer. A motion made by Alderman Gorman seconded by Alderman Gain to hire Phillip Pettycourt as a Part Time Police Officer effective March 16, 2021. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
D. Zoning
1. RESOLUTION 2021-02. RESOLUTION TO APPROVE THE PRELIMINARY PLANS FOR A NEW SUBDIVISION LOCATED AT THE SOUTHWEST CORNOR OF THE CITY, SOUTH OF LINCOLN AVE.AND WEST OF THE PETERSBURG CHURCH OF CHRIST ON 12TH STREET. THE DEVELOPER, OZELLA CONSTRUCTION COMPANY, SEEKS TO ESTABLISH A SUBDIVISION ON PARCELS WITH PIN’S 11-14-310-024, 11-14-310-042 AND 11-14-327-003 AND NAME THAT SUBDIVISION THE EDGEWOOD SUBDIVISION.
A motion made by Alderman Gorman seconded by Alderman Gain to approve RESOLUTION 2021-02. 1. Menard County Highway Department Douglas Street Bridge Project. IDOT has bids for the Bridge Removal Project. Low bidder was Perry Broughton Trucking and Excavating, Inc. for $620,888.01. A motion made by Alderman Gain seconded by Alderman Gorman to accept the bid by Perry Broughton Trucking for construction of the new bridge for $620,888.01. VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
2. Discussion on Ordinance 2021-02.
ORDINANCE 2021-02, AN ORDINANCE AUTHORIZING THE DISPOSAL OF SURPLUS PROPERTY OWNED BY THE CITY OF PETERSBURG, ILLINOIS. A motion made by Alderman Gain seconded Alderman Allison to approve ORDINANCE 2021-02, AN ORDINANCE AUTHORIZING THE DISPOSAL OF SURPLUS PROPERTY OWNED BY THE CITY OF PETERSBURG, ILLINOIS. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, abstain. Mayor Snyder declared the MOTION CARRIED.
B. Treasurer’s Report
1. The Treasures report was presented. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Treasures Report as presented. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
2. Set Budget Meeting. A Budget Meeting for Fire and Streets will be held on March 23, 2021 7:00 p.m.
VI. STANDING COMMITTEES’ REPORT
1. The Mayor and Zoning Administrator has accepted the resignation of Bo Shafer from the Planning Commission and is appointing Linda Kincaid to the Planning Commission.

1. Alderman Molohon asked if the City will be having a City Wide Clean Up in 2022. Holding a traditional clean up.
2. Alderman Molohon asked for if the Jeppin with Lincoln event can still be held this year.
3. City Administrator Tracy Ciesler indicated that she turned the Ameren Electric Bill over to the Library to pay.
X. NEW BUSINESS
1. The Mayor gave an update on the Broadgage project. 2. Alderman Gorman asked about the Police Union Contract.
