City of Petersburg City Council Met June 15.
Here is the minutes provided by the council:
I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:04 p.m.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Sam Bobor. Alderman Andrew Gain and Bruce Gorman were absent.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Allison and seconded by Alderman Sonnemaker to approve the agenda as presented. VOTES: Sonnemaker, yes; Molohon, yes; Grosboll, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
III. CITY CLERK
A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Molohon and seconded by Alderman Allison to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Molohon, yes; Grosboll, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
B. A motion was made by Alderman Sonnemaker and seconded by Alderman Allison to approve the minutes of June 1, 2021 Meeting. VOTES: Molohon, yes; Grosboll, abstain; Allison, yes; Sonnemaker, yes; Mayor, yes. Mayor Snyder declared the MOTION CARRIED.
C. A motion was made by Alderman Allison and seconded by Alderman Sonnemaker to approve the minutes of June 8, 2021 Finance Committee Meeting. VOTES: Grosboll, abstain; Allison, yes; Sonnemaker, yes; Molohon, abstain; Mayor, yes. Because we did not have a Majority vote the minutes of the June 8, 2021 Finance Committee Meeting will be held for the July 1, 2021 meeting.
IV. HEARING OF CITIZENS
A. Chase Sapp spoke in the absence of Brittany Warden in regards to the Thea Boutique. He asked if they would be able to hold a festival for their Grand Opening on July 3, 2021 Food Venders and Clothing venders. Council gave approval.
V. DEPARTMENTAL REPORTS
- Water
B. Water Superintendent Dave Troxell gave the Water Superintendent’s Monthly Report. Normal activities processed for the month of May. Water Plant treated 9,302,400 gallons of potable water. We are waiting for Ozella to get his road cut down to his subdivision before installing water and sewer lines. New Vac Truck will be here on Friday.
C. Ordinance 2021-07 AN ORDINANCE AMENDING CODE SECTIONS 24-36 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF PETERSBURG REGARDING WATER AND SEWER RATES AND CHARGES. The Mayor read aloud the Ordinance 2021-07. A motion made by Alderman Sonnemaker seconded by Alderman Allison to approve Ordinance 2021-07 AN ORDINANCE AMENDING CODE SECTIONS 24-36 OF THE REVISED CODE OF ORDINANCES OF THE CITY OF PETERSBURG REGARDING WATER AND SEWER RATES AND CHARGES. VOTES: Allison, yes; Sonnemaker, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.
D. Discussion with Alison Grady with State of Illinois about COVID relief money. We can now apply for relief and we will be receiving $93,000 for COVID Relief.
We will be applying for the Community Block Grant again this year.
The County has received 2.4 million from the Federal Government which the Mayor will meet with County Board to request some of those funds for Water and Sewer Infrastructure.
E. Resolution 2021-04 RESOLUTION OF SUPPORT AND COMMITMENT OF LOCAL FUNDS. For the well Grant. A motion made by Alderman Sonnemaker seconded by Alderman Grosboll to approve RESOLUTION 2021-04 RESOLUTION OF SUPPORT AND COMMITMENT OF LOCAL FUNDS. VOTES: Sonnemaker, yes; Molohon, yes; Grosboll, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
B. Street
A. Street Superintendent Dave Troxell gave the Street Department Report for May 2021.
Doing Normal maintenance around town.
Sprayed for mosquitoes 4 0r 5 times.
The Dog Park is up and running. They have water but need the benches. Need to put some rule signs and direction signs from the highway.
All the concrete is gone from the bridge. They will start putting in culverts and dirt.
Discussion on Vineyard Hills Road is not a city road.
VI. OFFICERS’ REPORTS
A. Mayor’s Report
1. Appointment of Ellen Standish to the Library Board. We had Sandy Dirks resign from the Library Board. A motion made by Alderman Allison seconded by Alderman Grosboll to approve the Mayor’s appointment of Ellen Standish to the Library Board. VOTES: Molohon, yes; Grosboll, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
2. Ordinance 2021-06 AN ORDINANCE AUTHORIZING THE DISPOSAL OF SURPLUS PROPERTY OWNED BY THE CITY OF PETERSBURG, ILLINOIS. A motion made by Alderman Allison seconded by Alderman Sonnemaker to approve Ordinance 2021-06 AN ORDINANCE AUTHORIZING THE DISPOSAL OF SURPLUS PROPERTY OWNED BY THE CITY OF PETERSBURG, ILLINOIS. VOTES: Molohon, yes; Grosboll, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
3. Resolution 2021-03 A RESOLUTION AUTHORIZING THE USE OF REBUILD ILLINOIS FUNDS. A motion made by Alderman Allison seconded by Alderman Sonnemaker to approve Resolution 2021-03 A RESOLUTION AUTHORIZING THE USE OF REBUILD ILLINOIS FUNDS. VOTES: Grosboll, yes; Allison, yes; Sonnemaker, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
4. The Mayor mentioned that Ameren Illinois is interested in the lots behind the old Ace Hardware building.
B. Treasurer’s Report
1. Treasurer David Frick presented the Treasures Report was presented. A motion made by Alderman Molohon seconded by Alderman Allison to approve the Treasures Report as presented. VOTES: Grosboll, yes; Allison, yes; Sonnemaker, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
2. Schedule next Budget Meeting. A budget meeting will be set for June 22, 2021 at 7:00 p.m.
