Village of Chatham Village Board Met July 27.

Here is the minutes provided by the board:

A. Public Hearing

1. Public hearing regarding the proposed annual appropriation ordinance for the Village of Chatham for the fiscal year beginning, May 1, 2021 and ending April 30, 2022.

Village President Kimsey called the Public hearing to order at 6:00 p.m. Village President Kimsey asked if there was any public comment regarding that proposed annual appropriation. With no one providing comments, the hearing was ended.

4. County Officials Visit

Sangamon County Auditor Andy Goleman and Sangamon County Clerk Don Gray each provided an update on what is going on with each of their respective offices and how their offices interact with citizens within Sangamon County.

5. Public Announcements: If you have a Public announcement you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

There were no public announcements.

6. Public Comments Agenda Topics: If you have a Public Comments on Agenda Topics you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

Chatham resident Pat Schad spoke in favor of the proposed dog park.

Chatham resident Becky Ethel had two questions: 1. Will I3 Broadband reseed her lawn after their work is done. Village President Kimsey directed her to the I3 Broadband website to get answers to her question. 2. When will the Village remove the tree and fix her sidewalk in her front yard? Village Manager McCarthy noted that with the passage of the proposed budget, the money will be available and her request is on the list to get completed.

Chatham resident and Chatham business owner Fran Abbott spoke in favor of the dog park.

Trustee Chiaro made a motion to approve the Consent Agenda. This motion was seconded by Trustee Ferguson. The motion passed with a 6-0 vote. The vote was as follows: Trustee Mau - yes; Trustee Ferguson - yes; Trustee Chiaro - yes; Trustee Detmers - yes; Trustee Gerger - yes; Trustee Scherschel - yes.

1. AN ORDINANCE MAKING APPROPRIATIONS FOR ALL CORPORATE PURPOSES FOR THE FISCAL YEAR COMMENCING ON THE 1ST DAY OF MAY, A.D., 2021, AND ENDING ON THE 30TH DAY OF APRIL, A.D., 2022.

A motion was made by Trustee Mau to place Ordinance 21-23 on the table for consideration. Trustee Chiaro seconded the motion. The motion passed with a 6-0 vote. The vote was as follows: Trustee Chiaro - yes; Trustee Detmers - yes; Trustee Ferguson - yes; Trustee Gerger - yes; Trustee Mau - yes; Trustee Scherschel - yes.

2. RESOLUTION FOR MAINTENANCE UNDER THE ILLINOIS HIGHWAY CODE

A motion was made by Trustee Detmers to place Resolution 28-21 on the table for consideration. This motion was seconded by Trustee Mau. The motion passed with a 6-0 vote. The vote was as follows: Trustee Chiaro - yes; Trustee Detmers - yes; Trustee Ferguson - yes; Trustee Gerger - yes; Trustee Mau - yes; Trustee Scherschel - yes.

3. A Resolution Approving a Collective Bargaining Agreement with the Fraternal Order of Police through April 30, 2025

A motion was made by Trustee Mau to place Resolution 29-21 on the table for consideration. This motion was seconded by Trustee Chiaro. The motion passed with a 6-0 vote. The vote was as follows: Trustee Chiaro - yes; Trustee Detmers - yes; Trustee Ferguson - yes; Trustee Gerger - yes; Trustee Mau - yes; Trustee Scherschel - yes.

4. Resolution Establishing the Electric Rates for the Village of Chatham

A motion was made by Trustee Mau to place Resolution 30-21 on the table for consideration. This motion was seconded by Trustee Detmers. The motion passed with a 4-3 vote. The vote was as follows: Trustee Chiaro - yes; Trustee Detmers - yes; Trustee Ferguson - no; Trustee Gerger - no; Trustee Mau - yes; Trustee Scherschel - no; Village President Kimsey - yes.

5. Resolution approving a Bid to remove all wood debris on 3 acres located at 9507 S. Main

A motion was made by Trustee Mau to place Resolution 31-21 on the table for consideration. The motion was seconded by Trustee Chiaro. The motion passed with a 6-0 vote. The vote was as follows: Trustee Chiaro - yes; Trustee Detmers - yes; Trustee Ferguson - yes; Trustee Gerger - yes; Trustee Mau - yes; Trustee Scherschel - yes.

6. Resolution approving the agreement with Friends of a Chatham Park for care of the Village Dog Park

A motion was made by Trustee Detmers to place Resolution 32-21 on the table for consideration. The motion was seconded by Trustee Scherschel. The motion passed with a 6-0 vote. The vote was as follows: Trustee Chiaro - yes; Trustee Detmers - yes; Trustee Ferguson - yes; Trustee Gerger - yes; Trustee Mau - yes; Trustee Scherschel - yes.

7. A Resolution Consenting to the Appointment of Meredith Ferguson to the Utility Oversight Commission

A motion was made by Trustee Detmers to place Resolution 32-21 on the table for consideration. The motion was seconded by Trustee Mau. The motion passed with a voice vote.

A motion was made by Trustee Detmers to move to closed session to discuss Personnel under 2(c)1; Setting the Price for Sale of Public Property under 2(c)6 and under 2(c)(5) for the Purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. This motion was seconded by Trustee Chiaro. The motion passed with a 6-0 vote. The vote was as follows: Trustee - Mau - yes; Trustee Ferguson - yes; Trustee Chiaro - yes; Trustee Detmers - yes; Trustee - Gerger - yes; Trustee - Scherschel - yes.

A motion was made by Trustee Gerger to reconvene the Regular Board meeting. This motion was seconded by Trustee Mau. The motion passed with a 6-0 vote. The vote was as follows: Trustee - Mau - yes; Trustee Ferguson - yes; Trustee Chiaro - yes; Trustee Detmers - yes; Trustee - Gerger - yes; Trustee - Scherschel - yes.

H. Closing

1. Adjournment

A motion was made by Trustee Chiaro to adjourn the Regular Board meeting. This motion was seconded by Trustee Ferguson. The motion passed with a voice vote.
