Logan County Safety Committee Met July 1.
Here is the minutes provided by the committee:
Present: Mr. Sanders, Mr. Leesman, Mrs. Davenport, Mr. Schaffenacker
Absent: Mr. Jenness, Mr. Farmer
Guests: Jacki(Board Office), Don Peasley, Crystal Bale(LCP), Sheriff Landers
Mr. Sanders called the meeting to order at 6:00pm.
Approval of Minutes: A motion was made by Mrs. Davenport, seconded by Mr. Schaffenacker to approve the minutes from June 3rd, 2021. Motion carried.

EM-COM Report:
1) Recent Flooding: The Sheriff addresses the recent flooding issues in Logan County. There wasn’t enough damage ($1.5M uninsured) to make any declarations for an emergency, had there been however, the total cost was $21,600 and it would have been compensated otherwise. About $1000 for sandbags and providing lunches for the volunteers. He adds that the state doesn’t give them assets unless its for infrastructure. The highway dept had some sandbags but they were too old to use. He plans on buying more sandbags every year to keep up with unexpected flooding.

CORONER
Old Business:
1. June Cases: Mr. Peasley submitted that he turned in 5 vouchers, there were 22 deaths, 2 autopsies, no COVID related deaths.
New Business: Mr. Peasley addressed the Board stating that the fees for the Morgue are going up, Pathologist- $50 per case starting Jan 2022. $165 to $175 for autopsies. Mr. Sanders asked Mr. Peasley if he has put in any requests of funds for the coroner’s office with the relief bill. Mr. Peasley responded that he may need to obtain more body bags.
June Meeting Reports (FY 20/21)

Budget Review: None
A motion was made by Mrs. Davenport, seconded by Mr. Leesman, to approve the bills for the coroner. Motion carried.
AMBULANCE
1. Vouchers: None submitted.
2. Call Report: Mrs. Bale gave a brief report of calls, stating that there were 441 calls in June, 3,210 calls YTD. She said that not all calls were being caught in these numbers prior to June so numbers may not be accurate.
3. Vehicle Status Report: She said all vehicles are in working order except the brand-new truck they purchased need repairs. Possible U joint or wheel bearing issue. She also states that they are positive in their income by 22k this year.

Budget Review:
No motion was made to approve the bills due to no vouchers being submitted.
LAW ENFORCEMENT
Old Business: None.
New Business:
1) Salary Discussion for Deputies- There was an arbitration with the union that the sheriff’s office won, and it cost his office $8000. There is a MOU for part-time deputies, and he has provided that memorandum to the Board. It needs to be signed and then it will be turned in to the union/labor council. Some Lincoln policemen may come over and help by working part-time for the Sheriff since they are understaffed. He wants to approach the union and open a contract for this year, and he wants to increase pay. The Sheriff presented to the Board members his thoughts and requests for new and existing deputy salary increases. The main reason for this is that the Logan County Sheriff’s Dept. is losing newer deputies to higher paying law enforcement agencies nearby. The Logan County Sheriff’s Dept. pays high amounts to train these deputies in the academy ($98k in less than 2 years), in addition 540hrs of training with another officer in a car, and they leave soon after their paid training is complete and leaving for other positions nearby. The state no longer reimburses academy fees. His line item is going to go up to $65k for this reason.
Mrs. Davenport made a motion to send this item to the Finance committee, seconded by Mr. Schaffenacker. Motion carries.
Budget Review:
A motion was made by Mr. Leesman, seconded by Mr. Schaffenacker, to approve the Sheriff’s bills. Motion carried. Communications: None.
