City of Petersburg City Council met Aug. 23.

Here are the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:05 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the agenda with adjustments as presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

III. HEARING OF CITIZENS

A. Abby Simmons Menard County Jaycees Halloween Parade. Discussion and approval for street closures.

IV. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Molohon and seconded by Alderman Gain to approve the minutes of August 3, 2021 Regular Meeting. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

C. A motion made by Alderman Gain seconded by Alderman Sonnemaker to approve the minutes of the August 3, 2021 Personnel/Police Committee Meeting. VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, abstain. Mayor Snyder declared the MOTION CARRIED.

D. A motion made by Alderman Gain seconded by Alderman Sonnemaker to approve the minutes of the August 3, 2021 Personnel/Police Committee Executive Session Meeting. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.

E. A motion made by Alderman Gorman seconded by Alderman Gain to approve the minutes of the August 10, 2021 Special Council Meeting. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

F. A motion made by Alderman Gorman seconded by Alderman Gain to approve the minutes of the August 10, 2021 Water Committee Meeting. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

G. A motion made by Alderman Gain seconded by Alderman Gorman to approve the minutes of the August 10, 2021 Finance Committee Meeting. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

V. DEPARTMENTAL REPORTS

A. Water

1. Water Collector Monthly report for July 2021. The Department is selling less gallons than last year and the revenue is down. She also has three adjustments and one agreement. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Water Collectors Monthly Report, adjustments and Payment Agreement as presented. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

2. Water Superintendents Monthly Report for July 2021. Started the sewer line to Ozella’s Subdivision. Placed a manhole and about 70 feet of pipe.

B. Street

1. Bought another riding mower. Bought a broom for the skid steer. Rented a grinder for the skid steer.

C. Zoning

1. TIFF Application for Petersburg Observer. Need to replace the air conditioning for the building for $14,000. TIFF application for Nikles of Petersburg. Need to patch and repair their parking lot for $16990.00. A motion made by Alderman Gorman seconded by Alderman Gain to approve both applications in the amount of $6000.00 each. VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

VI. OFFICERS’ REPORTS

A. Mayor’s Report

1. The mayor presented ORDINANCE 2021-08 AN ORDINANCE AMENDING SECTION 4-3 OF THE CODE OF ORDINANCES TO CHANGE THE SUNDAY HOURS OF SALE OF ALCOHOL AT RETAIL. A motion made by Alderman Gorman seconded by Alderman Sonnemaker approve ORDINANCE 2021-08 AN ORDINANCE AMENDING SECTION 4-3 OF THE CODE OF ORDINANCES TO CHANGE THE SUNDAY HOURS OF SALE OF ALCOHOL AT RETAIL. VOTES: Gain, yes; Allison, Abstain; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.

B. Treasurer’s Report

The Treasures report was presented. A motion made by Alderman Gain seconded by Alderman Allison to approve the Treasures Report as presented. VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
