Logan County Animal Control Committee met Sept. 2.

Here are the minutes provided by the committee:

Present: Mr. Schaffenacker, Mr. Jenness, Mr. Farmer, Mr. Leesman, Mr. Sanders (arrived at 5:47pm), Mrs. Davenport (arrived at 5:53pm)

Absent:

Guests: Sheriff Landers, Don Peasley, Diane Farmer, Dave Blankenship

Staff: Warden Jane Whiteman- absent

Mr. Schaffenacker called the meeting to order at 5:45pm

Approval of minutes: A motion was made by Mr. Jenness, seconded by Mr. Leesman, to approve the minutes from August 5, 2021. Motion carried.

Administrator/Warden’s report: No report given; Mrs. Whiteman was absent.

Old Business:

1. Contracts- No discussion, can be removed.

New Business:

1. Approve Maintenance on Building- Mr. Schaffenacker informed the committee that there was information provided in the committee packets from Mr. Blankenship about what needs to be fixed at the Animal Control building and read off the cost for each to the committee. Mr. Blankenship explained to the committee the reason for the costs for the repairs for the ceiling tiles and the outside wall insulation is due to mold and previous rodent infestation. Mr. Blankenship stated that the lighting cost listed would include 100% new LED lighting for the entire building, Mr. Blankenship also stated that not contingency is in the quoted prices and the committee may want to consider a contingency due to the fact it would involve three separate contractors. Mr. Blankenship also stated that he spoke to Mrs. Thomas, Treasurer, and there should be sufficient revenue to cover the costs in the building account and added that he feels that the repairs cannot be postponed much longer. Mr. Jenness stated that the building account should have $54,000 - $57,000 to be able to be used for the repairs. Mr. Jenness reminded the committee of previous water leaking issues and wanted to confirm with Mr. Blankenship that the leaking was not coming from the roof, Mr. Blankenship explained that the previous leaking was from the roof and had been an issue for years and has ruined the drop ceiling and electrical components, but the roof has been fixed previously, and the current leaking is from the new duct work from the new HVAC systems not being insulated. Mr. Blankenship also stated that the following project will need to be the outside walls being insulated with spray foam and new metal to help with the rodent problem. Mr. Blankenship suggested to the committee to get the odor resistant ceiling tiles that are washable to help with odor and sanitation at the building and informed the committee that the utilities have dropped wince the new HVAC system has been installed. The committee discussed the Animal Control Budget and where the funds are located and what line item the funds would come out of, Mr. Jenness and Mr. Schaffenacker agreed that further clarification from Mrs. Thomas may be needed about the funds available for the repairs. Mr. Schaffenacker spoke to Mr. Blankenship about the process of what would need to be fixed first for the other repairs to be done after, Mr. Blankenship explained the process to the committee. Mr. Blankenship also informed the committee that when the ceiling work is being done the facility may need to be shut down for 4-8 hours due to the rodent excrement and the mold. Mr. Leesman asked how many animals are currently housed at Animal Control, Mr. Schaffenacker explained that it fluctuates during the year. Mr. Schaffenacker asked the committee how they would like to move forward, Mr. Jenness stated that the insulating the ductwork, electrical, and the new ceiling should be done first and then do the wall insulation and sheeting later, Mr. Blankenship agreed and recommended waiting on the insulation and sheeting as well since there is no materials for that project is available at this time, Mr. Schaffenacker agreed and commented on the pet population. Mr. Schaffenacker stated after adding up the costs it would be around $44,000. Mr. Jenness made a motion, seconded by Mr. Sanders, to approve insulating the ductwork, replace the lighting, and replacing the ceiling tile not to exceed the amount of $44,000 from the building and repair line item, Mr. Jenness explained a budget amendment would have to be made. Mr. Leesman asked what the current Animal Control building is worth, Mr. Blankenship stated that he was unsure without getting the building appraised, but it will be worth more once the work and improvements are done. Motion carried.

Budget Review: Already discussed above.

Communications: Mr. Schaffenacker stated he just received a report from Mrs. Whiteman, the distemper in cats is finally receding after two months and no other issues to report. Mrs. Whiteman is still working on getting a veterinarian for the facility and is considering on going with a contract with a vet for services, and a citation book has been received from Sheriff Landers for noise ordinance citations.

Public Comments: None.

Approval of the Bills: A motion was made by Mr. Sanders, seconded by Mr. Jenness, to approve the Animal Control bills. Motion carried.

A motion was made by Mr. Farmer, seconded by Mr. Jenness, to adjourn the meeting at 6:11pm. Motion carried.
