Here are the minutes provided by the board:

Call to Order:

• President Clarke called the meeting to order to 7:00pm.

Roll Call:

• Village Clerk, Devona Martin called roll

• Trustees in attendance: Brian Whitlow, Steve Gudgel, Patrick Murphy, David Skinner, Troy Squires

• Trustees Absent: Phillip Thompson

• Also in attendance: Andy Lee, Jeff Jarrett, Dominic Campo, Colin Cisco with Illinois Realtors

Clerk's Report:

• Minutes of October 25, 2021 were presented for review and approval Motion made by Trustee Skinner to approve the minutes of October 25, 2021 as presented

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

• Trustee Skinner presented the bills payable for the week ending November 22, 2021 in the amount of $73,645.13

Treasurer Report tabled

Gas and Water Committee Report: Committee Chair, Trustee Squires

Trustee Squires advised the Board that 61 red letters were mailed out.

• Trustee Squires advised the guys have been doing maintenance as usual. He also advised that all the broken up concrete and asphalt from water/sidewalk replacement is all gone.

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Whitlow

• Trustee Whitlow advised that the guys have been doing just normal routine maintenance. He also advised the thumb has been added to the backhoe.

Police Committee Report: Committee Chair, Trustee Skinner

• No report

Sewers and Parks: Committee Chair, Trustee Thompson

• No report

Zoning Committee Report: Committee Chair, Trustee Murphy

• Trustee Murphy discussed the new zoning ordinance which designates a historic area named as H1 - Historic designation. He is asking for final language. Currently, everyone would be grandfathered in. Dominic Campo stated he just wanted to make sure it is clearly defined and what all it encompasses. Trustee Murphy will discuss that language with Attorney Cravens. The Village will have final approval on exterior finishes. Once signed, everyone falls under the new language. Until they make any changes, they are grandfathered in. Once they make changes, it will fall under the ordinance.

• We received a notice from Kuhl Engineers. Kevin has reviewed the final plat for Pawnee Senior Homes and has given it the approval. The Zoning Board will have to meet to give it their final approval and then it will be brought to the next board meeting. All requirements for final plat approval have been met (per Kevin Kuhn).

New Business:

• Discussed Resolution 21-03 - The bid was $160,000 but since we are using motor fuel, we should raise it to $200,000. This increase will be a not to exceed. This cost is approximately half of our motor fuel tax.

• Requesting a letter of credit reduction for the Pawnee Senior Homes. This is Resolution 21-04 - A Resolution to Reduce the Letter of Credit for Pawnee Senior Homes to $7,500.00

• President Clarke advised that we were denied funds from the $3M grant from the Raise Grant with the Department of Transportation that we had applied for. We were denied. The only two towns that received anything were Springfield and Rockford.

• President Clarke advised that Christmas on the Square was great.

• President Clarke also advised that they had the EPA meeting for the power plant.
