Village of Chatham Committee of the Whole met Jan. 11.

Here are the minutes provided by the committee:

A. Call to Order

Chairperson Dewey Detmers called the Committee of the Whole meeting to order at 6:15 pm.

1. Roll Call

Present: Trustee Matt Mau; Trustee Meredith Ferguson (via telephone); Trustee Kristen Chiaro; Trustee Dewey Detmers; Trustee Brett Gerger; Trustee John Fletcher; Village President Dave Kimsey

Absent: None

Others Present: Village Manager Pat McCarthy; Village Attorney Greg Moredock; Dustin Patterson; Scott Tarter; Kayla Dierkes; Village Clerk Dan Holden

A motion was made by Trustee Mau to allow Trustee Ferguson to attend the Committee of the Whole meeting via telephone. This motion was seconded by Trustee Fletcher. By an affirmative voice vote of the members present, the motion passed.

2. Public Comments Agenda Topics:

There were no public comments on agenda topics.

B. Consent Agenda

1. Approve Minutes from Tuesday, December 14th, 2021 - Committee of the Whole

Trustee Chiaro made a motion to place the Consent Agenda on the table for discussion. This motion was seconded by Trustee Mau. By a vote of the Trustees, the motion passed 6-0. The vote was as follows: Trustee Mau - yes; Trustee Ferguson - yes; Trustee Chiaro - yes; Trustee Detmers - yes; Trustee Gerger - yes; Trustee Detmers - yes.

C. Old Business

There was no Old Business to discuss.

D. New Business

1. CMT Engineering Updates

There was no CMT Report for this meeting.

2. Village Manager Update

Village Manager McCarthy provided information regarding the request to pass a Transfer Ordinance at the next Village Board meeting. The transfer request is to allow budgeted money within the Annual budget to be transferred from line items with a surplus to line items that are short.

Village Manager McCarthy also informed the board that Dustin Patterson was able to get the concrete work done at the Parks shed under budget and would like to use the extra money to buy a new truck as opposed to the agreed upon used truck.

3. Public Property & Recreation Committee Discussion

Chairperson Detmers provided an update on the activity from the recent Public Property and Recreation Committee meeting.

- Thank you to all of the volunteers and all of the attendees at the recently concluded Light Up the Park. It was a great year and attendance was very good.

- Thank you to Trustee Ferguson and Trustee Chiaro for organizing the 1st Annual Lighting of the Christmas Tree at the Veterans Memorial at the Chatham Village Square. Also, thank you to all of the volunteers and Village Staff that assisted with this event. Attendance was outstanding for this event and the plans are to have the ceremony again next year.

- Chairperson Detmers provided information about the possible grant money that will be available for the parks department. The Public Property and Recreation Committee had a previous list of priorities and will revisit the list to make sure everyone is on the same page with needs and priorities.

- The community garden was a success and the hope is that it will occur again in 2022.

- The team of people that are working to create a Nature Reserve are looking for approval to plant seeds. Village Manager McCarthy gave approval to plant seeds as long as the people planting the seeds realize that if a pond is developed the areas seeded might be destroyed.

- An update was given on the Chatham Dog Park. The plan is to open the Dog Park in April/May to allow the grass seed to grow and develop before a formal opening.

- Chairperson Detmers also thanked the Village employees for the assistance at removing Christmas Lights at the square.

4. Utility Oversight Sub-Committee Appointment

With the recent resignation of former Trustee Paul Scherschel, a position is open on the Utility Oversight Committee. Trustee Chiaro has agreed to serve on the committee. At the next Village Board meeting the Village Trustees will vote to confirm Trustee Chiaro to the Utility Oversight Committee.

5. Utility Oversight Committee Discussion

There was no information from the Utility Oversight Committee as they have not had a recent meeting.

6. Public Comments Village Business:

There were no Public Comments regarding village business.

F. Closed Session

There was no Closed Session during the Committee of the Whole meeting.

G. Closing

1. Adjournment

A motion was made by Trustee Mau to adjourn the Committee of the Whole. This motion was seconded by Trustee Chiaro. By an affirmative voice vote of the members present, the meeting was adjourned at 6:34 pm.
