Village of Chatham Committee of the Whole met March 8.

Here are the minutes provided by the committee:

A. Call to Order

Trustee Dewey Detmers, Chair of the Committee of the Whole called the meeting to order at 7:08 pm.

1. Roll Call

Present: Trustee Brett Gerger; Trustee Meredith Ferguson; Trustee Dewey Detmers; Trustee Kristen Chiaro; Trustee John Fletcher; Village President Dave Kimsey

Absent:

Others Present: Village Manager Pat McCarthy; Village Attorney Greg Moredock; Village Chief of Police Vern Foli; Village Clerk Dan Holden

2. Public Comments Agenda Topics

Zach Burtle provided information on the proposed Pond and Nature Reserve on South Main. Mr. Burtle had pictures and video of water problems near the proposed Pond. Mr. Burtle asked that the Village Board make funding for the Pond and the Nature Reserve a priority in the upcoming Village budget discussions.

B. Consent Agenda

1. Tuesday, February 8, 2022 Committee of the Whole Meeting Minutes

A motion was made by Trustee Chiaro to place the Consent Agenda on the table for discussion. This motion was seconded by Trustee Ferguson. By an affirmative voice vote of the Trustees present, the motion passed.

C. Old Business

There was no old business to discuss.

D. New Business

1. CMT Engineering Updates

Jim Michael with CMT started his update by recognizing the input of Trustee Matt Mau. Jim worked with Matt for several years and always enjoyed the conversation and questions from Matt.

a. Mr. Michael provided an update regarding the pavement replacement on the bike path.

b. CMT is working with village staff to apply for grants in order to continue various projects

c. CMT is closing out 2021 MFT paperwork and is focusing on projects for the new year.

Mr. Michael provided trustees with a list of projects to consider going forward. This list was developed with input from Village staff. These projects would need to be prioritized as there is only so much money available.

2. Village Manager Update

-The village got notice from the Sanitary District that the rates will increase. The initial rate currently is $11.88 and that will need to go to $12.14 to reflect the increase from the Sanitary District. This is an increase of 26 cents. The rate per thousand gallons of water used is currently $5.08. This will increase to $5.34. These increases will go into effect for Village customers on June 1, 2022 if passed by the Village Board at the next meeting. There needs to be 60 days’ notice before rates can go up. The rates to the Village increased effective May 1, 2022. This is the first rate increase since 2020 and it is the exact amount of increase that was imposed by the Sanitary District.

- An individual contacted the Village about a liquor license. This business is a catering type of business and they are looking to secure a site for their business. They will not have video gaming. The business would like to have the license within two weeks. Village Manager McCarthy is gathering additional information and will provide it to the Trustees as it become available.

-The Village got notice from IBEW that thy are starting the process for a new contract. More information will be discussed in Executive Session.

3. Public Property and Recreation Committee Discussion

This committee has not met since January. There is a meeting on Monday, March 14, 2022.

4. Utility Oversight Committee Discussion

There was no meeting in the prior month. The next meeting will be April 11, 2022.

5. Public Comments regarding Village Business

There were no comments regarding Village Business

E. Schedule of Meetings

F. Closed Session

1. Personnel under 2(c)(1)

2. Collective Negotiating Matter 2(c)(2)

3. Litigation under 2(c)(11)

4. Setting the Price for Sale of Public Property 2(c)(6)

5. Review of Closed Session Minutes 2(c)(21)

6. The executive session will be pursuant to 5 ILCS 120/2(c)(5) “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.”

There was no Closed Session at this meeting

G. Closing

Trustee Gerger made a motion to recess the Committee of the Whole meeting and move to Executive Session. This motion was seconded by Trustee Fletcher. The motion passed by a 5-0 vote. The vote was as follows: Trustee Ferguson – yes; Trustee Chiaro – yes; Trustee Detmers – yes; Trustee Gerger – yes; Trustee Fletcher – yes. The meeting recessed at 7:50 pm.

A motion was made by Trustee Ferguson to reconvene the Committee of the Whole from Executive Session. This motion was seconded by Trustee Gerger. The motion passed by a 5-0 vote. The vote was as follows: Trustee Ferguson – yes; Trustee Chiaro – yes; Trustee Detmers – yes; Trustee Gerger – yes; Trustee Fletcher – yes.

A motion was made by Trustee Gerger to adjourn the meeting. This motion was seconded by Trustee Fletcher. By an affirmative voice vote, the meeting was adjourned at 8:19 pm.
