Village of Pawnee Board of Trustees met June 27.

Here are the minutes provided by the board:

Call to Order: 

President Clarke called the meeting to order to 7:00pm. 

Roll Call: 

Village Clerk, Devona Martin called roll

Trustees in attendance: Brian Whitlow, Phillip Thompson, Steve Gudgel, Patrick Murphy, David Skinner, Troy Squires

Trustees Absent: 

Also in attendance: Treasurer Kelly Haney, Brent Wise, Andy Lee, Shawn Burnley, Chief Barclay Harris, Brandon Keller, Robin Smith and Craig Bangert with the Sangamon County Rescue Squad, Candy Kramer with the Pawnee Post. 

Visitor's Recognition/Comments: 

President Clarke advised the ESDA vehicle is ready. It is a 1995 Ford F450 Super Duty with a cube box on the back. He wants to know if we want to sell it or keep it. Trustee Murphy believes there is very little value in this vehicle and if there is another public entity that needs it, he recommends reassigning it to another public service company. We swapped vehicles with the fire dept to gain this vehicle. Consensus was to donate it to the Sangamon County Rescue Squad. 

Motion made by Trustee Thompson to donate the 1995 Ford F450 Super Duty medical squad truck to the Sangamon County Rescue Squad

Motion Carried: (6-0) 

Brandon Keller appeared before the Board. He would like to see a stop sign at intersection of 4th Street and Doc Norris. This would be for traffic control and not speed control. President Clarke advised he would need to submit a petition with the neighbors. Consensus was he would need 3 --4 residents each way, 

Clerk's Report: 

Minutes of June 23, 2022 were presented for review and approval

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner 

Trustee Skinner presented the bills payable for the week ending June 23, 2022 in the amount of $120,236.22

Motion made by Trustee Skinner accept the bills payable for the week ending June 23, 2022 in the amount of $120,236.22.

Treasurer Trainee Brent Wise presented the Monthly Budget Comparison Report for the Month Ending May 31, 2022.

Motion Carried: (6-0) 

Brent Wise advised we had maintenance done on all the generators. The generator here is getting to its useful life. It is 20yrs old. The motherboard will be an issue. It was Oakley Services out of St. Louis that inspected and gave them a quote. The quote to replace it and the transfer switch is approximately $26,000. It is for a 36KW generator which is the same as what they currently have. Trustee Gudgel thought the current one was put in because of dispatch. He wonders if we need one that big. Consensus was that we should ask if we need one the same size as we currently have. They will talk to the guy that gave then the quote. It is a Cummins Connect Generac. Trustee Squires also asked why we would need a new transfer switch. They will check into that also. 

Gas and Water Committee Report: Committee Chair, Trustee Squires 

Trustee Squires advised that on June 21, 65 red letters were sent out, 

Trustee Squires advised that Andy Lee has completed the west end of town completed. 

Trustee Squires advised they would like to buy a new joint seaming machine. The machine will do a 2" and 4". It is $4,925 for the fuser. Currently, we are paying USDI to do this for us. This is the same machine USDI uses. 

Motion made by Trustee Squires to allow gas dept to purchase a Pit Bull fusing machine in the amount of $4,925.00 not to exceed $5,500.00

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Whitlow 

Trustee Whitlow advised they are doing street maintenance and limb pickup. 

President Clarke advised the Grooms Street project has gone out for bids. They should be in by July 7, 2022. 

Police Committee Report: Committee Chair, Trustee Skinner 

Chief Barclay Harris advised he obtained estimates from Victory Lane out of Litchfield for replacement of the 2016 Ford F150. There is an all-wheel drive Dodge Durango that is on the lot for $40,000+ and it is white. Or they can order a Dodge Ram 1500 for $35,600. They will not know what color it is until it comes in. The Durango is on the lot. Lights and sirens will have to be installed. Chief Harris advised he doesn't care what they get. State Bid is more than the $35,600. Consensus was he should go down there and if he can get the truck for less than the cost of the Durango to purchase it. Chief Harris advised they should be able to reuse everything from the other truck

Sewers and Parks: Committee Chair, Trustee Thompson 

President Clarke advised the fireworks are Sunday at the Assembly of God Church, They are opening at 6pm. They will have 2 bounce houses and a food truck. Rain date is July 5th. 

Zoning Committee Report: Committee Chair, Trustee Murphy 

Trustee Murphy advised that he fielded a complaint on 1102 Madison. He will address with property owners. 

Trustee Murphy asked Chief Harris how they were coming on zoning complaints. He advised they are working on them. 

Bargaining Committee: Committee Chair, President Clarke
