Village of Chatham Village Board met June 28.

A. Call to Order
Village President Kimsey called the meeting to order at 6:00 pm.

4. Public Announcements: Trustee Chiaro, at the request of Les Morgan, announced that there will be a Reading of the Declaration of Independence on the Village Square @ the Veteran’s Memorial at noon on Monday, July 4, 2022.
5. Public Comments Agenda Topics:
Diana Rogers, address of 400 West Mulberry in Chatham, spoke before the board regarding the Village water. She has a whole house water filtration system and the filters get filthy dirty on a regular basis. She brought a number of the used filters to show the board. She believes that the Village Board needs to do more to fix the water problem in Chatham.

C. New Business
1. RESOLUTION NO. 36-22 RECOGNIZING THE ACHIEVEMENTS OF JORDAN VANKOOTEN, UNITED STATES SPECIAL OLYMPIAN AND CHAMPION
A motion was made by Trustee Ferguson to bring Resolution 36-22 to the table for discussion. This motion was seconded by Trustee Try. Village President Kimsey read the Resolution and by a unanimous voice vote of the Trustees present, the motion passed.
2. A RESOLUTION NO. 37-22 GIVING THE HONORARY DESIGNATION OF VOLUNTEER DRIVE TO TRACY FORMEA
A motion was made by Trustee Ferguson to place Resolution 37-22 on the table for discussion. This motion was seconded by Trustee Chiaro. By a unanimous voice vote of the Trustees present, the motion passed.
3. 2023 Budget Presentation
Village Manager McCarthy provided an overview of the 2022-2023 Proposed Village Budget.
4. Public hearing regarding the proposed annual appropriation ordinance for the Village of Chatham for the fiscal year beginning, May 1, 2022 and ending April 30, 2023.
Village President Kimsey opened the Public Hearing regarding the Proposed Village Budget at 6:44 pm.
Diana Rogers, 400 West Mulberry Street, had questions about constructing shelters at the Dog Park.
Ms. Rogers noted that she disagrees with Village Manager McCarthy’s belief that the problems at the Water Plant and the problems with the Village water are caused by Manganese.
Village President Kimsey closed the Public Hearing at 6:46 pm and reconvened the Regular Village Board meeting.
5. AN ORDINANCE NO. 22-23 MAKING APPROPRIATIONS FOR ALL CORPORATE PURPOSES FOR THE FISCAL YEAR COMMENCING ON THE 1ST DAY OF MAY, A.D., 2022, AND ENDING ON THE 30TH DAY OF APRIL, A.D., 2023.
Trustee Nice made a motion to bring Ordinance 22-23 to the table for discussion. This motion was seconded by Trustee Fletcher. By a 6-0 vote of the Trustees present, the motion passed. The vote was as follows: Trustee Nice – yes; Trustee Ferguson – yes; Trustee Try – yes; Trustee Gerger – yes; Trustee Chiaro – yes; Trustee Fletcher – yes.
6. An Ordinance No. 22-24 Approving the Plat of Vacation of Oakbrook Estates Subdivision Plat No. 16 a Part of Lot 1001
Trustee Chiaro made a motion to bring Ordinance 22-24 to the table for discussion. This motion was seconded by Trustee Try. By a 5-1 vote of the Trustees present, the motion passed. The vote was as follows: Trustee Nice – yes; Trustee Ferguson – yes; Trustee Try – yes; Trustee Gerger – no; Trustee Chiaro – yes; Trustee Fletcher – yes.
7. AN ORDINANCE NO. 22-25 AMENDING THE VILLAGE LIQUOR CODE TO CREATE A NEW CLASSIFICATION OF LICENSE FOR EXTRATERRITORIAL ESTABLISHMENTS SUBJECT TO A VILLAGE ANNEXATION AGREEMENT
Trustee Nice made a motion to bring Ordinance 22-25 to the table for discussion. This motion was seconded by Trustee Chiaro. By a 6-0 vote of the Trustees present, the motion passed. 8. AN ORDINANCE NO. 22-26 Amending the Village Code to Add One Class ETG Liquor License
Trustee Ferguson made a motion to bring Ordinance 22-26 to the table for discussion. This motion was seconded by Trustee Fletcher. By a unanimous voice vote of the Trustees present, the motion passed.
9. AN ORDINANCE NO. 22-27 Approving a Bid for the Village’s Basketball Court Curb
Trustee Gerger made a motion to bring Ordinance 22-27 to the table for discussion. This motion was seconded by Trustee Try. By a 6-0 vote of the Trustees present, the motion passed. The vote was as follows: Trustee Nice – yes; Trustee Ferguson – yes; Trustee Try – yes; Trustee Gerger – yes; Trustee Chiaro – yes; Trustee Fletcher – yes.
