City of Petersburg City Council met July 19.

Here are the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:00 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon,, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Sam Bobar. Alderman Nathan Grosboll was absent.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Gain and seconded by Alderman Gorman to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Sonnemaker and seconded by Alderman Gain to approve the minutes of July 5, 2022 Regular Meeting. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

C. A motion was made by Alderman Molohon and seconded by Alderman Gorman to approve the minutes of July 5, 2022 Finance Committee Meeting as corrected. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

IV. BARING OF CITIZENS

None

V. DEPARTMENTAL REPORTS

A. Water

1. Water Collector Georgia Ed gave the Water Collectors Report for the month of July 2022. The City has sold about 286,000 gallons more water. A motion made by Alderman Gorman seconded by Alderman Allison to approve the Water Collectors Report and adjustments as presented. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. Water Superintendent Dave Troxell gave his report for the month of July. The Generator for the water plant is back online. Getting ready for sewer install at the Village Green.

3. Discussion by Brent Freesmyer, City Engineer, in regards to the new Well 11.

B. Street

1. Street Superintendent Dave Troxell gave his report for the month of July.

C. Zoning

1. Zoning Adminstrator Duey Blair presented the ORDINANCE 2022-04 AN ORDINANCE AUTHORIZING VARIANCES ON PROPERTY COMMONLY KNOWN AS 419 NORTH 8" STREET. Discussion on the issue and which way the Council would want to go with the Ordinance. A motion made by Alderman Gorman seconded by Alderman Allison to approve the Zoning Board of Appeals recommendation and ORDINANCE 2022-04 AN ORDINANCE AUTHORIZING VARIANCES ON PROPERTY COMMONLY KNOWN AS 419 NORTH 8+ STREET. VOTES: Allison, yes; Sonnemaker, no; Gorman, yes; Molohon, no; Gain, yes. Mayor Snyder declared the MOTION CARRIED,

2. TIF Application. TIF Application from Shawn McKinney, Terror on the Square for Sprinkler System Installation. A motion made by Alderman Gain seconded by Alderman Sonnemaker to approve the TIF application for $19,500.00 equaling $6,500 per year for 3 years for their Sprinkler System. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

3. TIF Application. TIF Application from Petersburg Square LLC, The Hubbard Building, Douglas Pope for renovation of the Hubbard Building. The plan for this is to hold it for the 2023 – 2024 year.

VI. OFFICERS' REPORTS

A. Mayor's Report

1. The Mayor reported that the garage approved for 621 s. 6th st has started construction,

2. Our phone system is having issues that we are looking into.

B. Treasurer's Report

1. The Treasures report was presented. A motion made by Alderman Gain seconded by Alderman Sonnemaker to approve the Treasures Report as presented. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. Post the Budget. A motion made by Alderman Gorman seconded by Alderman Gain to post the Budget for public inspection and to hold a Public Hearing for discussion on August 2, 2022 at 6:55 p.m. Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

VI. STANDING COMMITTEES' REPORT

1. A motion made by Alderman Molohon seconded by Alderman Sonnemaker to move to Executive Session to discuss a Personnel Issue. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED. Entered Executive Session at 8:14 p.m.

2. A motion made by Alderman Gain seconded by Alderman Allison to resume Regular Session at 8:20 p.m., VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
