Village of Chatham Committee of the Whole met Aug. 9.
A. Call to Order
Committee Chair Kristen Chiaro called the meeting to order at 6:15 pm.

Absent: Trustee Brett Gerger

B. Consent Agenda
1. Approve Minutes from Tuesday, July 12, 2022 - Committee of the Whole
There was no approval of the Consent Agenda because the Meeting Minutes were not yet complete. This will be voted on during the next Committee of the Whole.
C. Old Business
There was no Old Business to discuss at this meeting.
D. New Business
1. CMT Engineering Updates – Jim Michael
a. Discussion regarding the bids that were collected for the two MFT contracts. Both bids came in higher then expected. These projects were the Gordon Drive Overlay and the Plummer Avenue patching job. Both projects each had two bidders. Total amount over for both projects (with the low bid) was $111,556.56. Cost of materials and gas accounted for the higher bids. The direction from the Board was to proceed with both projects by using the cash on hand in the MFT Fund.
b. Lots of work going on around Chatham parks. Cement being poured around the Tennis Courts at South Park and border cement at the Basketball Courts in Jaycee Park. Rain has slowed the progress.
c. The village is looking at the traffic signals at both Walnut/Gordon and Walnut/Park. Met with the contractor that performs maintenance on the traffic signals. Work in progress as the village will meet next with the manufacturer of the signals.
d. CMT and the village are working on the design of the Pond in south Chatham by the Utility Building. The hope is that the project can start and be completed this fall.
2. Village Manager Update
a. Village Manager McCarthy requested of the Trustees that the Village close the dump that is near the future pond. The plan would be to have a gate at the entrance of the road to the Utility/Electric Shop. The discussion centered around making sure the public is aware that the dump will close. The direction from the Trustees was to proceed with getting information on the cost and design of the gate and ultimately closing the dump.
3. Public Property & Recreation Committee
The Committee did not meet this month. The next meeting will be in September.
4. Utility Oversight Committee Discussion
Chairperson Chiaro recapped the Utility Oversight Committee that had met on August 8, 2022. The two main items that were discussed at the meeting was a water leak adjustment for Darlene Judd for $69.88. This will be brought to the Village Board at the next Regular Board meeting. The second item was a desire by the members of the Utility Committee to research adjusting the late fee for late paid utilities. The current late fee percentage rate is 10%. The amount of money that was budgeted in late fees for both water and electric is $194,500. Trustee Ferguson requested what the total dollar amount was that actually came in with late fees.
There was also questions about the Chatham Customer Service manual. This manual is updated regularly. There was a request to make sure the Net Metering/Net Billing be included in the Manual.
