Village of Illiopolis Board of Trustees met Aug. 15.

Here are the minutes provided by the board:

Mayor Rogers called the meeting to order at 6:30 p.m. and led the Pledge of Allegiance.

A roll call was taken, all members were present.

Agenda

The agenda was adopted as presented.

Minutes

D Koonce made a motion to approve the August 1, 2022 minutes as presented, seconded by B Honea motion carried 5-0-0.

Visitors

Adam McCoy and Ed Weigler were present to discuss the possible annexation of the South Staff Area into the Village.

Ed mentioned that they started having problems in the winter due to a farmer damaging the sewer line. They are having issues with their sanitary system and EPA is recommending hooking up to the Village sewer system.

They contacted Department of Public Health and were told to contact EPA. After further discussion, the Mayor said he would contact our attorney for advice on this matter.

Open Forum

Treasurer’s Report

C Mitchell went over the treasurer’s report with the Board. She mentioned that as soon as she gets a payoff amount, a check will be written for the water meters. D Koonce made a motion to approve the treasurer’s report with J DeVore seconding. Motion carried, 6-0-0.

Economic Development Report

Diane advised the Board that she talked with Judd Waddell and the estate attorney and anticipates the property will be turned over to the Village sometime this September

or October. Diane has been keeping all interested prospective buyers informed of the progress.

Work continues with solar developers and the Village Attorney to present final proposals to the Board in September.

Dilapidated Property

D Koonce said that 5th and Mary the trees and boulevard need to be trimmed up. He also mentioned that the grass at the old Methodist Church needs to be mowed.

The Mayor said he sent a letter about weeds in the ditch. He also said the Methodist Church has been sold for taxes. The Mayor stated that the bid for the Video Store was $18,000 a couple of years ago.

M Pevler said the tree at 750 Elizabeth Street is split.

D Koonce mentioned that the residents need to get the garbage cans out of the street by Saturday and the Mayor will put a notice in the paper to remind them..

J Devore went over the updated list with the hazardous mitigation plan and the Board agreed to it.

J DeVore said they are still collecting bottle caps and plastic lids. Right now they have approximately 127 pounds of lids and it needs to be 200 pounds per bench, along with $200 per bench. We plan on putting the benches in Wabash Park.

The Mayor passed out copies of the 5 year plan and asked the Board to review it. If they have anything they want to add to the plan, it will be discussed at the next meeting.

D Koonce made a motion to go into executive session at 7:46pm regarding personnel, with M Pevler seconding. A roll call vote was taken, motion carried 6-0-0.

D Koonce made a motion to adjourn at 8:21pm with M Pevler seconding.
