Village of New Berlin Village Board met Nov. 16.

Here are the minutes provided by the board:

President Mike Krall called the meeting of the New Berlin Village Board to order at 6:01 P.M. Wednesday November 16, 2022 at the Village Hall. The Pledge of Allegiance was recited and roll call was taken.

Attendees: President Mike Krall, Trustee Stephen Knox, Trustee Cindy Morris, Trustee Kris Neuman, Trustee Stephanie Snyder, Trustee Sue Spalding, Trustee Andy Surratt, Attorney Jason Brokaw, Treasurer Angie Libben, Clerk Melissa Dees, Chief of police Terry Nydegger, Superintendent Kyle Hester, Superintendent Garrett Kemp and Superintendent Mitch Neuman.

Audience: Cameron Jones with Benton and Associates, Greta Meyers, Rob Brown, Rich Behl, Orie Knox, Ambra Knox, Michael Pecoraro and Kara Pecoraro.

Village resident Rich Behl addressed the board members regarding the complaints he made on a certain residential property at the last two board meetings. Mr. Behl was inquiring about zoning and how long it will take to get an answer from the board. Mr. Behl had concerns on why the village used an attorney rather than having a zoning board for these particular issues.

Orie Knox and Michael Pecoraro introduced themselves to the board members and explained that they were attending the meeting for Boy Scouts. They are doing citizenship in the community and will choose an issue that was presented and discussed at the meeting and will have discuss it with their counselor.

Police: Written report submitted. Chief of Police Terry Nydegger gave the board members his report for October. Chief Nydegger reported that the department attended training at Loami PD and assisted other agencies for the month. Chief Nydegger reported to the board that he will be out of town for ten days this month and if there are any issues, Officer Kenny Kissel will be available.

Clerk: No report. Correspondence was received, a thank you card to the board members from Village resident.

Consideration of the Consent Agenda

Motion: To approve the consent agenda as presented.

TIF: No report.

Utilities: No written report submitted due some computer system issues per Superintendent Kemp. Trustee Spalding informed the board members that she received information on rates from Integrity Energy, a municipal electric third- party supplier provider. Superintendent Kemp gave the board members an update on the water quality and also reported that the analyzer is in and he is working on the calibration.

Internet: Rob Brown with GHB Enterprises gave the board members his report on what has been completed in the past month. Brown reported that the internet fiber is working at full gig speed at the Village Hall and everyone in phase one is operational.

Zoning: No report.

Streets and Parks: No written report submitted. Trustee Snyder reported that the leaf guards were installed at the park on the restrooms and also reported that the playground equipment was installed at the park. Cameron Jones from Benton and Associates reported that there is pay progress meeting to get everything finalized.

Motion: To approve change order #4 for deduction of the gate allowance in the amount of $5000.00.

Motion: To approve pay request #7 and final amount of $66,084.40.

Finance: Trustee Neuman and Treasurer Angie Libben met with Village Attorney Jason Brokaw to go over the tax levy and he reported that the audit fund is over funded. Neuman announced that they will do the official ordinance at the next meeting and will submit it to the county. Trustee Neuman disclosed that the estimated property tax levy for this year is $106,526.10.

Motion: To approve estimate of tax levy as proposed.

Health and Safety: No report.

New Business: Trustee Morris discussed getting a new time clock that will integrate with the payroll system. Board members agree that they need to research and shop around.

Old Business: Trustee Morris discussed with the board members a gift for the former Deputy Clerk. President Krall announced that they will have a holiday party for the Village on December 9, 2022 at Quatro Amigos in New Berlin and will present the gift to the former Deputy Clerk at that time.

Personnel: No Report.

Liquor Control Commissioner: No Report.

Executive Session: Trustee Morris made a motion at 7:12 P.M. to enter into executive session in regards to 5 ILCS 120/2(c)(1) the appointment, employment, compensation, discipline, or dismissal of a specific employee or legal counsel for the public body. Trustee Neuman seconded the motion.
