Village of Pawnee Board of Trustees met Nov. 28.

President Clarke called the meeting to order to 7:00pm.

Trustees in attendance: Brian Whitlow, Patrick Murphy, David Skinner, Troy Squires Trustees Absent: Phillip Thompson, Steve Gudgel
Also in attendance: Office Manager Brent Wise, Candy Kramer with the Pawnee Post, Chief Barclay Harris, Steve Haney, Jeff Jarrett, Shelly Craigmiles, Josh Leach, Cindy Ladage
Visitor's Recognition/Comments:
Cindy Ladage writes for the Village Blog. She appeared before the Board asking to continue writing the blog. She reviewed her 2022 monthly stories that featured local businesses. Consensus was she would continue doing it. If we ever want to reprint in the Pawnee Post she would be receptive of that. She is paid $100/story.
Josh Leach appeared before the Board and thanked everyone for the liquor license. He also stated that the email and info he received about the 2nd license was a surprise and he wanted to discuss it. President Clarke advised we cannot discuss it as our attorney and his attorney are not present.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner
Trustee Skinner presented the bills payable for the week ending November 28, 2022 in the amount of $45,225.57

Brent Wise presented the Monthly Budget Comparison Report for the Month Ending October 31, 2022. He also stated he went to the Illinois Municipal Treasurer's Association meeting and has some other investment suggestions if anyone would like to discuss.

Brent Wise advised the Board that the tax levy is out for review. It will be in the paper Thursday. We can discuss Monday, December 5, 2022. It is the minimum 1% increase.
Gas and Water Committee Report: Committee Chair, Trustee Squires
Trustee Squires advised that on November 21, 2022 64 red letters were sent out. On November 28, 2022 they had 6 shut offs.
Trustee Squires advised that on December 14, 2022 at 7pm at the Fire House, we will have out yearly first responders gas class. This class is required by the state. This year, Andy Lee is doing the class. This class will be more hands on than USDI.
Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Whitlow
Trustee Whitlow advised the Board that they have been continuing with clean up after the rock and chip. They did have to rent a broom for the front of the bobcat because they can't find the parts to fix ours. They have also been setting up the snow plows and making sure they are ready.
Trustee Whitlow presented Resolution 22-11 for the 2023 Motor Fuel Tax. This is for the winter start up not to exceed $60,000

Chief Harris advised the Board that Corey Reynolds will start Monday and his first week with be at Resource Officer training.

Trustee Murphy advised the Board that they had a zoning meeting tonight where they approved a variance for 814 Adams Street.

President Clarke advised the Board that the next board meeting will be December 5, 2022 at 7pm. This will be the only meeting in December.
Steve Haney advised they had a meeting with the fiber optic guys. They are starting sometime in December and will notify them a week before they start.
