Village of Chatham Village Board met Jan. 10 

Here are the minutes provided by the board:

A. Call to Order

Village President Dave Kimsey called the meeting to order at 6:00 pm.

Present: Village Trustee Kristen Chiaro; Village Trustee Tim Nice; Village Trustee Meredith Ferguson

Absent: Village Trustee Carl Try; Village Trustee John Fletcher; Village Trustee Brett Gerger

Others Present: Village Manager Pat McCarthy; Village Attorney Lisa Petrilli; Village Clerk Dan Holden; General Foreman Dustin Patterson and Deputy Chief of Police Scott Tarter

4. Public Announcements: Les Morgan announced that the Chatham VFW will have Karaoke Night on Friday, January 13 at 8:00 pm.

B. Old Business

There was no Old Business to discuss.

C. New Business

1. AN ORDINANCE 23-01 ADOPTING THE EMPLOYEE MANUAL FOR THE VILLAGE OF CHATHAM REVISED JANUARY 2023

A motion was made by Trustee Chiaro to bring Ordinance 23-01 to the floor for discussion. This motion was seconded by Trustee Ferguson. By an affirmative voice vote of the members present, the motion passed.

2. Tuesday, December 27th, 2022, Regular Board Minutes

A motion was made by Trustee Ferguson to bring the Consent Agenda to the floor for discussion. This motion was seconded by Trustee Nice. By a vote of 4-0-0-3, with Village President Kimsey voting, the motion passed. The vote was as follows: Trustee Nice – yes; Trustee Chiaro – yes; Trustee Ferguson – yes; Village President Kimsey – yes; Trustee Gerger – absent; Trustee Try – absent; Trustee – Fletcher – absent.

E. Public Comments Village Business:

F. Next Scheduled of Meeting

1. Village Board 6:00 PM Municipal Hall January 24th, 2023

G. Closed Session

1. Personnel under 2(c)(1)

2. Collective Negotiating Matter (2)(c)(2)

3. Litigation under 2(c)(11)

4. Setting the price for sale of public property (2)(c)(6).

5. Review of Closed Session Minutes 2(c)(21)

6. The executive session will be pursuant to 5 ILCS 120/2(c)(5) “The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired.”

There was no need for Closed Session during this meeting.

As there was time left in the Regular Board Meeting, Jim Michael with CMT Engineering gave his update at this point in the meeting.

-CMT and the Village will hold weekly meetings each Tuesday at 8:00 am in the Village Hall. This will be a time to discuss, review and plan the various issues and projects within the Village.

-Items Discussed: MFT projects, a road shoulder washout on West Walnut, a sewer collapse on Bens Drive.

- There was discussion regarding a proposal to change the layout of the Parking Lot at Community Park. This will be to increase parking spots with the hopes of adding 100 spots.

-Research is being done to look at the pond project off of South Main and with that a possible expansion of the Electric Garage. Trying to coordinate these projects.

-The Village is waiting for money to be released from the State to be used for the demolition project of the buildings on the west side of the Village Square.

-There are some limited funds available and CMT is looking to repair spots within the Bike Path.

-For the February Board meeting they will work to line out projects where MFT funds could be utilized.

H. Closing

1. Adjournment

A motion was made by Trustee Ferguson to adjourn the Regular Board meeting. This motion was seconded by Trustee Nice. By an affirmative voice vote of the members present, the motion passed, and the meeting adjourned at 6:15 pm.
