Village of Pawnee Board of Trustees met Jan. 9.

President Clarke called the meeting to order to 7:00pm.

Also in attendance: Attorney Joseph Cravens, Treasurer Kelly Haney, Brent Wise, Candy Kramer with the Pawnee Post, Chief Barclay Harris, Andy Lee, Shelly Craigmiles, Josh Leach, Jennifer Stewart with Beach Dog Grooming
Visitor's Recognition/Comments:
Jennifer Stewart with Beach Dog Grooming appeared before the Board. She is moving the shop to her home. She is enclosing the breezeway. She is having some electrical work completed and wanted to know if she needed to have an electrical inspector out. Trustee Murphy advised she will need a rough sketch and a building permit $10. We don't have any inspectors as of yet. President Clarke advised that since she is in a residential area, she cannot have a sign. She can have an open/closed sign in her window but no advertisement.
Josh Leach appeared before the Board. He advised that at the last meeting, he received some information that he wasn't aware of. He came to apologize to the board. President Clarke advised that he can reapply for the liquor license on the 15th.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner
Trustee Skinner advised that the bills payable for December 5-19, 2022 totaled $134,125.23. This was previously approved to pay at the last board meeting in December.
Trustee Skinner presented the bills payable for the week ending January 9, 2023 in the amount of $241,804.76

Gas and Water Committee Report: Committee Chair, Trustee Squires
Andy Lee advised that Metro Communications started today and he is having to watch them all day to make sure they don't hit our utilities. He would like an agreement that they are only allowed to boar during village business hours of 7:30am - 4pm. He is afraid they will continue to boar after 4pm when they get off and on the weekends. He wanted to know if there is any way to prevent this such as an agreement that will not allow them to boar after hours or on the weekends. Treasurer Haney advised they have not provided proof of insurance as of yet. Attorney Cravens will reach out to them tomorrow.
Andy Lee advised there was a new mobile home installed at Cotton Hill and San Terra. It sits on a foundation that sits on top of utilities for 4 properties. It is out of Village limits so there was no zoning. Andy would like to run a new main down the side of the road. He would like to get it engineered and do it in 2024. The cost will be $88,000 less engineering fees. Consensus was to move forward.

Trustee Murphy advised there have been a couple permits issued. One to replace fencing and the other is removal of an old carport and installation of a new carport.

Unfinished Business:
President Clarke opened the only bid for 110 3rd Street. The bid was $1,001.01 from Mark Bourne. He is now the owner. Attorney Cravens will reach out to him.
New Business:
Ordinance 23-01 - An Ordinance Granting the Right, Permission, and Authority to Rural Electric Convenience Cooperative Co., An Illinois Not For Profit Corporation, and Its Successors and Assigns, To Construct, Maintain, and Operate a System for the Transmission, Distribution, and Sale of Electric Energy for Lighting, Heating, and Power Purposes in those Current Areas and Premises of the Village of Pawnee, County of Sangamon, State of Illinois and in those Areas and Premises Which Have Been Heretofore Annexed or Which May Hereafter Be Annexed To Said Village and In Which Such Areas and Premises Rural Electric Convenience Cooperative Co. Has An Existing Line or Lines or Has Been or Shall Be at the Time of Annexation Furnishing Electric Energy to the Areas and Premises and/or Residences or Other Establishments in the Areas and Premises So Annexed, or is Entitled to Serve in Such Areas and Premises in Accordance With the Illinois Electric Supplier Act and Amendments Thereto or Any Applicable Service Area Agreements Between Rural Electric Convenience Cooperative Co. and Any Electric Supplier or Municipality.
This is a 20 year agreement at $1,632/year. The last agreement was 15 years. Consensus was to put it towards the playground or special equipment.

Attorney will reach out to the union to start collective bargaining.
President Clarke discussed the fireworks for this year. Consensus was to do fireworks again this year. Last year we paid $10,000. The price went up. President Clarke will reach out to church to make sure we can shoot them off there again.
