Logan County Board met Dec. 1.

Here are the minutes provided by the board:

The members of the Logan County Board convened in an Organizational Board Meeting on the above  date at 6:00 p.m. in the Orr Building, 628 Broadway Street, Lincoln, IL. The meeting was called to order  at 6:00 p.m. by the present Chair, Emily Davenport. 

Guests present for the meeting were Jonathan Wright, Anna Laubenstein, Tracy Bergin, Kristen  Petersen, Dave Opperman, Kati Newman, and Angie Webb. 

A committee of three, Mr. Sanders, Mrs. Schmidt, and Mr. Wessbecher, were appointed to examine the  Credentials of Election for the newly elected members of the board. 

Mrs. Davenport asked Mrs. Bobell, Mr. Glenn, Mr, Kuhlman, Mr. Leesman, Mr. Nelson, Mr. Sanders,  Mrs. Schmidt, and Mr. Wessbecher to come forward. Members were sworn in by Judge Jonathan Wright  and seated.  

Logan County Clerk, Theresa Moore called roll. Members present were Davenport, Bobell, Glenn,  Kuhlman, Leesman, Sanders, Schmidt, and Wessbecher. Nelson attended the meeting remotely.  

A motion was made by Mr. Sanders, seconded by Mr. Leesman, to appoint Mrs. Davenport as Chair Pro Tem to run the Organizational Meeting. The motion passed on a voice vote with all ayes.  

Robert’s General Rules of Order will be followed for the meeting with nine (9) members eligible to vote.  The Board received letters of resignation on behalf of David Blankenship and Elizabeth Davis-Kavelman who were to accept their seats that evening.  

A motion was made by Mr. Sanders, seconded by Mr. Wessbecher, to nominate Emily Davenport as the  County Board Chair. 

A motion was made by Mr. Glenn, seconded by Mr. Sanders, to close the nominations. The motion  carried on a voice vote with all ayes.  

A motion was made by Mr. Glenn, seconded by Mr. Sanders, to select Emily Davenport as the County  Board Chair. The motion carried on a voice vote with all ayes.  

A motion was made by Mr. Sanders, seconded by Mrs. Schmidt, to nominate Dale Nelson as the County  Board Vice Chair. 

A motion was made to close the nominations for County Board Vice Chair. The motion carried on a voice  vote with all ayes. 

A motion was made by Mr. Sanders, seconded by Mrs. Schmidt, to select Dale Nelson at the County  Board Vice Chair. The motion carried on a voice vote with all ayes.  

A motion was made by Mrs. Davenport to appoint Mr. Glenn as Parliamentarian of the Logan County  Board. The motion carried on a voice vote with all ayes. 

Chair Davenport established Committees, appointing Chairs and membership. A motion was made by  Mr. Nelson, seconded by Mr. Glenn, to accept the Committees assignments as given. The motion carried  on a voice vote with all ayes.  

A motion was made by Mr. Glenn, seconded by Mr. Sanders, to approve Resolution LO 22/23 01 to  adopt the draft of the County Board Policy and Procedures and Roberts Rules of Order when none are  specified. The motion carried on a voice vote with all ayes.  

Mrs. Davenport opened the floor to public comment. Dave Opperman congratulated the new board and  compelled the members to represent the residents of their districts to the best of their ability.  

A motion was made by Mr. Wessbecher, seconded by Mr. Sanders, to adjourn the Organizational  Meeting of the Logan County Board at 6:20 p.m.
