Ball-Chatham Community Unified School District 5 Board of Education met May 15

Here are the minutes provided by the board:

1. PLEDGE OF ALLEGIANCE/CALL TO ORDER/ROLL CALL

Action: 1.1 Roll Call

Board Members Bryant, Calderon, Murphy, Rediger, Strahle and Saunders were present. 

2. APPROVAL OF AGENDA

Action: 2.1 Approval of Agenda

Board President Saunders called for a motion to approve the evening's agenda. 

Bryant moved to approve the agenda for the Board of Education's special meeting of May 15, 2023. Upon said motion being seconded by Calderon, the Board President called for a vote. All board members voted "yes."

3. COMMUNICATIONS

Recognition: 3.1 Good News: Chatham Chargers

Ms. Diane VanderKooy shared with the board the accomplishments of the Chatham Chargers and Skills Teams. The Chatham Chargers High School team claimed gold medals in the Illinois Special Olympics State High School Division and are as follows: Lucas Homa, Eli Hobson, Jazman Caufield, Kaci Smith, Caleb Furr, Carter Vass, Hunter Vass, Ayden Kieffer, Justin Misialek, Orlando Johnson, and Calvin Carter. The Chatham Chargers Red Team claimed silver medals and exhibited their spirit and skill and are as follows: Chase Metz, Jason Sheppard, Chad Underwood, Samantha O'Neal, Ben Simpson, Cameron Huffines, Jonathan Mies, Jacob Burke, Jacob Seelbach, Sam Forestier, Mason Buss, Chris Pierce, Paxten McBride, and Alec Spears. The Chatham Chargers White team defeated all opponents to claimed gold medals and are as follows: Spencer Mullen, Keagan Fox, Eric Fox, Christian Clem, Tyler Eilman, Jacob Jankauski, Kellen McCormick, Bryce Michaelis, Trey Harris, Colin Small. Also, the Chatham Chargers Skill team competed and claimed awards as follows: Norah Lyons - 4th Place Ribbon, Kevin Han - Bronze Medal, Calla Ihnen - Silver Medal, Jacob Boyd - Gold Medal, Emma Kimsey - Gold Medal, Francis Piper - Gold Medal, and Soarin Weems - Gold Medal.

4. FINANCE

Action (Consent), Information: 4.1 Tentative FY23 Amended Budget

Ms. Montgomery presented the FY23 Tentative Amended Budget. She noted that the original budget was deficit spending due to the last pay period for FY22 was paid July 2nd, making it a FY23 expenditure since the District reports on a cash basis. The budgeted monies for that pay period rolled into the fund balance. Another factor in the deficit spending was the Board's decision to fund the ESP negotiated staff increases through the fund balance reserves.  

Illinois State Board of Education mandates that a district may not overspend an approved budget; therefore an amended budget is required. No funds were budgeted for Fund 90 and the ROE and ISBE approved projects necessary after safety inspections were conducted. The other fund primarily impacted was Fund 10 whereby State revenues were reduced to reflect the anticipated late payments and real estate taxes collected  in May and June of 2022 was a larger ratio then expected, thus reducing the FY23 collection. Expenditures added included addition of grants, additional paras for increased IEPs, higher budget for the math adoption, and an increase in private facilities that the State allowed to be back-dated to July 1, 2022. While there was a reduction of $684,374 in budget lines, the net effect still increased the deficit spend in Fund 10. However, it is expected that not all budget lines will be spent and the year will close better than scenario presented. 

Action (Consent): 4.2 Set Hearing Date for FY23 Amended Budget

Board President Saunders called for a motion to set the hearing for June 28, 2023.

Calderon moved to set the hearing date for the FY23 Amended Budget for June 28, 2023 at 6:30 p.m. Upon said motion being seconded by Rediger, the Board President called for a vote. All board members voted "yes."

5. COMMUNICATIONS

Information: 5.1 Citizens - Opportunity for Visitors to Address the School Board Concerning Any Topic

None were noted.

6. CLOSED SESSION

Action: 6.1 Adjournment from Regular Session to Closed Session

Board President Saunders called for a motion to move from regular session to closed session. 

Strahle moved to adjourn from regular session and move to closed session. Upon said motion by Bryant, the Board President called for a vote. All board members voted "yes."

With there being no further business, the Board President called for a motion to adjourn the meeting.

Strahle moved to adjourn the regular session at 9:28 p.m. Upon said motion being seconded by Calderon, the Board President called for a vote. All board members voted "yes."
