Village of Pawnee Board of Trustees met June 12.

Here are the minutes provided by the board:

Call to Order:

• President Clarke called the meeting to order to 7:00pm.

Roll Call:

• Village Clerk, Devona Martin called roll

• Trustees in attendance: Dale Walters, Patrick Murphy, David Skinner, Brian Whitlow

• Trustees Absent: Phillip Thompson, Troy Grant

• Also in attendance: Attorney Don Cravens, Treasurer Brent Wise, Candy Kramer with the Pawnee Post, Jeff Schober, Jay Smith with Locals, Becky Daugherty

Visitor's Recognition/Comments:

• Jay Smith with Locals appeared before the Board. The Peace Keepers Freedom Ride is scheduled for Sunday July 16th. They are expecting 800-1000 people. They would like to block off the whole square. He has spoken with Higgies and they are ok with this. Consensus was to allow. They will also need a special event license.

• Jay Smith also advised there is another ride on August 26th. This is the Red Ride. They would like to use the north and east sides of the square to run the bikes in backwards as they are heading to Harvel when they leave here. He'll get more information on this ride.

• Becky Daugherty appeared before the Board. She lives at 1109 Madison St. She advised there is a big heavy commercial vehicle that runs down the alley every morning at 7:30am. It is leaving ruts and has damaged the culvert. The resident used to use his driveway but now is using the alley. President Clarke advised we will talk to the police about doing something.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner 

• Trustee Skinner presented the bills payable for the week ending June 12, 2023 in the amount of $188,107.78. Half was library real estate taxes transferred over

Gas and Water Committee Report: Committee Chair, Trustee Whitlow 

• Trustee Whitlow advised there were 5 shut offs in May.

• Trustee Whitlow advised CTI should be done on Rt 104 later this week or early next week. They will then have 2 crews on the north end of town. They have hit some water mains.

• Trustee Whitlow advised Petersburg Plumbing got into the water main as well. It was an old branch. He also advised 4th street is almost done.

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Grant

• Jeff Schober advised the storm drain on 4th and Sherman is collapsing. He has 2 bids to replace with 15" concrete pipe. It is a glazed tile that is in there right now. The top is sinking in 3 different places. He noticed it when they were doing the water line. They have patched this tile this past spring and fall and that is needs to be replaced. He has a bid from Petersburg Plumbing for $14,425 and Maltby for $6,450.00. It currently a 15" concrete pipe. It is about 100' of line. It starts on the east side of 4th Street, runs under 4th St and down Sherman St on the north side of the road. Trustee Skinner does have concrete pipe he would be willing to donate. Jeff Schober will go take a look at it to see if what he has would work.

Motion made by Trustee Murphy to authorize up to $10,000 to replace 100' of drain pipe across 4th Street and down Sherman St not to exceed $10,000

• Treasurer Brent Wise advised they had 4 interviews for summer help. They would like to hire Montgomery Bietel and Matt Fuiten. Consensus was to proceed with hiring them for summer help.

Police Committee Report: Committee Chair, Trustee Skinner

• Chief Barclay Harris monthly police report - Tabled

Sewers and Parks: Committee Chair, Trustee Thompson 

• Trustee Walters advised the cost to replace the meter at the Henkle lift station came in at $6,192. We had previously approved this not to exceed $10,000.

• Trustee Walters advised he checked with the walk way patching. They said they would cold patch on the walkway. They will start in July.

Zoning Committee Report: Committee Chair, Trustee Murphy 

• Trustee Murphy advised at the last meeting we discussed the separation of property at San Terra as proposed by the owner of the property. He has done some checking and it appears this can be done by the owner of the property without the Village involvement.

• Trustee Murphy advised he is still working with the County regarding the identified problem properties. Unfortunately, they are slow moving.

Bargaining Committee: Committee Chair, President Clarke

Infrastructure: Committee Chair, President Clarke 

• No Report

Unfinished Business: 

• None

New Business: 

• President Clarke advised we have an estimate from O'Shea Builders in the amount of $5,805 for the replacement of the drop box. Currently water runs in it. $1,000 is the box itself. Treasurer Brent Wise advised our current box is not weatherproof or security proof. He stated we receive about half of our payments through this box.

Motion made by Trustee Murphy to approve the box replacement from O'Shea Builders in the amount of $5,805

•Discussed the 2023-2024 Intergovernmental Cooperation Agreement for Animal Control Services. President Clarke advised for 2022-2023, it cost the Village $853.60.

Motion made by Trustee Skinner to agree to continue with the Intergovernmental Cooperation Agreement for Animal Control Services with Sangamon County

Motion Carried: (4-0)

• Treasurer Brent Wise advised the Board that we did not receive any bids for the generator. We advertised it in the paper for 3 weeks with a minimum bid of $1,500.00. The Pawnee Assembly of God Church is currently trying to get grants for a couple of generators. Because they have a village storm shelter, we will ask if they are interested and if they are, we will donate it to them. 

• Discussed the EZDA emergency vehicle. We gave to Scott Day and it continues to have problems. It currently will not start. Trustee Skinner asked if we can pay him mileage for this own vehicle until we can find something. We put the winch and lights on it and now none of it works. It is likely 20yrs old. President Clarke already told him to keep track of mileage.
