Menard County Board of Commissioners met Aug. 8

Here are the minutes provided by the board:

The Menard County Board of Commissioners met on Tuesday, August 8, 2023 at 6:00 p.m. at the Menard County Courthouse, 102 S. Seventh Street, Petersburg, Illinois. Commissioners Jeff Fore, Troy Cummings, and Rich Brauer were physically present. A quorum was present. County Clerk Martha “Marty” Gum, County Coordinator Dara Worthington, State’s Attorney Gabe Grosboll, and Chief Deputy Sheriff Ben Hollis were also present. Commissioners Bob Lott and Ed Whitcomb and Treasurer Pam Bauser were absent.

Interim Chairperson Jeff Fore called the meeting to order at 6:00 p.m.

Commissioner Brauer moved to approve the Regular Minutes from July 25, 2023. Commissioner Cummings seconded the motion. The motion carried unanimously.

Highway Department’s Report/Request for Board Action  

Corey Dowd, County Highway Engineer, presented a Joint Agreement for Section 19- 00056-07PV which changes the COVID funding per the request of the State of Illinois. Commissioner Cummings moved to approve the Agreement. Commissioner Brauer seconded the motion. The motion carried unanimously.

The Engineering Services Agreement with Bacon Farmer Workman for Phase II Design of 18-00068-00-BR (Sangamon Valley Trail, Phase III) was tabled per the request of Commissioner Cummings.

Mr. Dowd requested approval of an Agreement for County Engineer’s Salary Reimbursement which applies 50% of the salary reimbursed from Federal Surface Transportation Funds to the County’s Motor Fuel Tax Funds. Commissioner Brauer moved to approve the Agreement. Commissioner Cummings seconded the motion. The motion carried unanimously.

Highway Engineer Dowd presented the Board with Resolution 30-23 appropriating funds for payment of the County Engineer’s salary utilizing Motor Fuel Tax Funds. Commissioner Cummings moved to approve. Commissioner Brauer seconded the motion. The motion carried unanimously. This shall be known as Resolution 30-23.

Dowd presented the Board with an update on his department’s current projects.

Menard County Zoning 

Joe Crowe, Menard County Zoning Officer, and Gwen Thomas, Menard County Zoning Administrator, were in attendance and presented the Board with an Ordinance for a map amendment to re-zone parcels 11-11-300-004, 11-11-300-006, 11-11-400-001 and 11-11-400-002 from Single Family Residential to the A-Agricultural Zoning District. Commissioner Brauer moved to approve the Ordinance. Commissioner Cummings seconded the motion. The motion carried unanimously. The ordinance shall be known as Ordinance #31-23.

Mr. Crowe updated the Board on the department’s current projects. County EMS/EMA Report/Requests for Board Action 

Kolbe Huss, EMS/EMA Chief, was in attendance and presented the Board with an update on his department and advised that one vacancy remained in the department.

Sheriff’s Report/Requests for Board Action  

Chief Deputy Sheriff Ben Hollis was in attendance and updated the Board on the current jail census at a total of ten inmates. Chief Deputy Sheriff Hollis also advised the Board that the new squad car to replace the one that was totaled is currently waiting for the equipment on order to be installed. He also advised that Michael Milligan has taken the position of School Resource Officer and Dylan Fletcher has been hired as a full-time deputy.

County Clerk’s Report/Requests for Board Action  

Nothing to report.

State’s Attorney Report/Requests for Board Action 

State’s Attorney Grosboll was in attendance and advised the Board that there will be a jury trial that begins on Monday, August 14, 2023. He also advised that the Pre-Trial Officer, Walter Reeves, has been assigned to Sangamon County. Our new Pre-Trial Officer is now Andrew Friedrich whom we are sharing with Mason County.

County Coordinator’s Report/Requests for Board Action  

Coordinator Worthington was in attendance and discussed items such as: insurance renewal package; FY24 budget preparation, the Planning Commission seats, Sunny Acres Nursing Home pole barn bid meeting, estimation on the completion of the FY22 audit, Courthouse dome repair, and the Senior Transportation fundraiser.

Adjournment  

With no other business coming before the Board, Commissioner Brauer moved to adjourn the meeting at 6:53 p.m. Commissioner Cummings seconded the motion. The motion carried unanimously.
