Here are the minutes provided by the board:

The Menard County Board of Commissioners met for a special board meeting on Tuesday, October 17, 2023, at 9:00 a.m. in the Menard County Courthouse, 102 S. Seventh Street, Petersburg, Illinois. Commissioners Bob Lott, Jeff Fore, Troy Cummings and Rich Brauer were present. A quorum was present. County Coordinator Dara Worthington was also present. Commissioner Ed Whitcomb was absent.

The meeting was called to order at 9:00 a.m.

Hearing of Citizens (Unscheduled Public Comments/Requests for Board Action)

There were no unscheduled public comments/requests for Board action.

Scheduled Topics

A liquor license was presented for review and possible approval for an event the upcoming weekend. Commissioner Brauer made a motion to approve the license and Commissioner Cummings seconded. The motion carried with four ‘ayes’, no ‘nays’ and one absent.

Presentations of budgets for FY24 were made by Supervisor of Assessments Dawn Kelton, Zoning Officer Joe Crowe, Zoning Administrator Gwen Thomas, County Clerk Marty Gum, EMS/EMA Chief Kolbe Huss, and County Engineer Corey Dowd. It was the consensus of the commissioners that those budgets not operating under a collective bargaining agreement should plan to budget for an overall 3% increase for non-elected officials’ salaries. That percentage total increase can then be awarded to employees upon the discretion of the elected official/department head with the overall total not to exceed 3% combined for all employees affected. Explanations were given and requested for line items that exhibited increases and decreases. Directions were given that budget information should be given to the Menard County Treasurer and that final budget figures must be reviewed and approved by the office holder. A budget adoption date was tentatively set for the November 14 board meeting.

Adjournment

With no other business coming before the Board, Commissioner Brauer moved to adjourn the meeting at 12:16 p.m. Commissioner Cummings seconded the motion. The motion carried with four ‘ayes’, no ‘nays’ and one absent.
