New Business 

Highways, Brian Davis 

1. Approval to hire a replacement Operator I at an annual salary of $39,311.48 effective 3/13/24; the previous employee was promoted on 5/22/23 and left the position at an annual salary of $55,553.33. 

2. Approval to hire a replacement Operator I at an annual salary of $39,311.48 effective 3/13/24; the previous employee was promoted on 9/12/22 and left the position at an annual salary of $41,427.54. 

3. Approval to hire a replacement Operator I at an annual salary of $39, 311.48 effective 3/13/24; the previous employee was promoted on 5/22/23 and left the position at an annual salary of $39,311.48. 

4. Approval to hire a replacement Operator I at an annual salary of $39,311.48 effective 3/13/24; the previous employee was promoted on 9/12/22 and left the position at an annual salary of $37,799.50. 

5. Approval to promote and adjust salary for Matthew Helmerichs, from a Highway Maintainer to a Operator I effective 3/13/24. His salary will change from $38,271.48 to $39,311.48. 

Veterans Assistance Commission, Ashti Dawson 

1. Approval to hire a replacement Veteran Service Officer at an annual salary of up to $57,523 effective 3/13/24; the previous employee left the position on 2/26/24 at an annual salary of $63,009.96 and will leave the payroll system on 3/15/24. Requesting waiver of the 30 day lag. 

2. Approval to hire a replacement Assistant Superintendent at an annual salary of up to $65,531 effective 3/16/24; the previous employee left the position on 2/2/24 at an annual salary of $50,407.89 and left the payroll system on 2/16/24. 

Recorder's Office, Josh Langfelder 

1. Approve a promotion/salary adjustment for Deb Burke, from Micrographics Imaging Lead Worker to Micrographics/Vault Recorder Clerk with an increase in salary from $50,542.12 to $53,069.15 effective 3/13/24. 

2. Approve a promotion/salary adjustment for Shannon Lynch, from Public Info/Research Clerk to Micrographics Imaging Lead Worker with an increase in salary from $44,819.57 to $47,060.55 effective 3/13/24. 

3. Approval to hire a replacement Public Info/Research Clerk at an annual salary of $41,506.91 effective 3/13/24. The previous employee was promoted. 

Building & Grounds, Byron Deaner 

1. Approval to hire a replacement Building Maintenance Technician at an annual salary of up to $61,527 effective 3/13/24; the previous employee left the position at an annual salary of $68,814 on 12/18/21 and left the payroll on 12/23/21. 

2. Approval to hire a Plumber at an annual salary of $43.73/per hour effective 3/13/24. This is a new position. 

Information Systems, Kim Jackson 

1. Approval to hire a replacement PC Network Support employee at an annual salary of $61,526.91 effective 3/12/24; the previous employee left the position on 3/8/24 at an annual salary of $49,850.47 and will leave the payroll system on 3/15/24. Requesting waiver of the 30 day lag. 

Public Health, John Ridley 

1. Approval to hire a Nurse Practitioner at an annual salary of up to $117,000 effective 3/12/24. This is a new position. Director of Public Health Operations & Special Projects Manager positions will be eliminated. 

2. Approve a salary adjustment for Toni Perry, Director of Fiscal & Personnel Services with an increase in salary from $94,018.70 to $103,419.80 effective 2/1/24. Asst Director of Public Health, Director of Operations & Special Projects Coordinator will be eliminated. Her grade will change from 18 to 21.

3. Approval to hire a replacement HFI Support Worker at an annual salary of up to $65,531 effective 4/15/24; the previous employee left the position at an annual salary of $54,621.14 on 3/1/24 and will leave the payroll system on 3/15/24. 

4. Approval to hire a replacement RN/Case Manager-Infectious Disease at an annual salary of up to $65,531 effective 4/15/24; the previous employee left the position at an annual salary of $59,197.96 and will leave the payroll system on 3/15/24. 

5. Approval to hire a replacement LEHP in Training at an annual salary of $50,967.83 effective 4/15/24; the previous employee left the position at an annual salary of $55,126.81 on 3/1/24 and will leave the payroll system on 3/15/24. 

6. Approve a salary adjustment for Samantha Anderson, Supervisor-Start Early Program with an increase in salary from $70,129.17 to $77,129.17 effective 3/12/24 due to an increase in grant funding. 

7. Approve a salary adjustment for Courtney Allmon, LPN/Case Manager-Clinic with an increase in salary from $53,160 to $57,233 effective 3/12/24. This is a temporary adjustment in pay and will be reviewed in 4 months. Eliminating the part time CMA position and lab technician duties from that position will be moved to Allmon. 

8. Approve a salary adjustment for Amanda Ewald, LPN/Case Manager-Clinic with an increase in salary from $52,424.32 to $57,666 effective 3/12/24. Eliminating the part time CMA position and STD case management duties from that position will be moved to Ewald.

Regional Planning, Molly Berns 

1. Purchase Order-Veenstra & Kimm Inc for FY2024 Floodplain Permit Review in the amount of $5,000. 

2. Purchase Order & County Board Resolution-Crawford, Murphy & Tilly, Inc for 2024-2025 Transportation Plan in the amount of $199,957.

Smart, Kate Downing 

1. Resolution to approve the application and forward to the County Board for acceptance of the 5311 Formula Grant for Rural Areas from IDOT with anticipated grant revenue of $152,586; matching funds. are required. 

2. Resolution to approve the application and forward to the County Board for acceptance of the Downstate Operating Assistance Program (DOAP) from IDOT with anticipated grant revenue of $779,500; matching funds are required.

Circuit Clerk, Joe Roesch 

1. Approval to hire a replacement Deputy Clerk-Court Clerks Division at an annual salary of $36,929.11 effective 3/18/24; the previous employee left the position on 1/31/24 at an annual salary of $36,929.11 and left the payroll system on 2/16/24. 

2. Approval to hire a Deputy Clerk-Court Clerks Division at an annual salary of $36,929.11 effective 3/25/24. This is a new position. 

3. Approval to hire a replacement Deputy Clerk-Records Division at an annual salary of $36,929.11 effective 4/1/24; the previous employee left the position on 2/26/24 at an annual salary of $36,929.11 and left the payroll system on 3/1/24. 

4. Approval to hire a replacement Assistant Manager-Traffic at an annual salary of $40,352.78 effective 3/18/24; the previous employee left the position on 1/30/24 at an annual salary of $40,352.78 and left the payroll system on 2/16/24. 

Court Services, Kent Holsopple 

1. Approval to hire a replacement Senior Detention Officer at an annual salary of $57,640 effective 3/25/24; the previous employee left the position at an annual salary of $62,757.76 on 3/1/24 and will leave the payroll system on 3/15/24. Requesting the waiver of the 30 day lag- 100% reimbursement from the State of Illinois. 

2. Approval to hire a replacement Senior Detention Officer at an annual salary of $57,640 effective 3/25/24; the previous employee left the position on 6/26/23 at an annual salary of $53,370 and left the payroll system on 7/7/23. 

3. Approval to hire a replacement Senior Detention Officer at an annual salary of $57,640 effective 3/25/24; the previous employee left the position on 5/19/23 at an annual salary of $53,168 and left the payroll system on 5/26/23. 

4. Approval to hire a replacement Detention Officer at an annual salary of $47,117 effective 3/25/24; the previous employee left the position on 6/26/23 at an annual salary of $43,627 and left the payroll system on 7/7/23. 

5. Approval to hire a replacement Detention Officer at an annual salary of $47,117 effective 3/25/24; the previous employee left the position on 1/25/24 at an annual salary of $47,117 and left the payroll system on 2/2/24. 

6. Approval to hire a replacement Probation Officer at an annual salary of $47,117 effective 3/25/24; the previous employee was promoted on 2/16/24. 

7. Resolution to approve the application and forward to Finance & County Board for acceptance of the Family Violence Coordinating Council Grant from the Illinois Criminal Justice Information Authority with anticipated grant revenue of $38,000. No matching funds required. 

8. Resolution to approve the application and forward to Finance & County Board for acceptance of the Juvenile Redeploy Illinois Grant from the State of Illinois-DHS with anticipated grant revenue of $370,000. No matching funds required. 

9. Resolution to approve the application and forward to Finance & County Board for acceptance of the Adult Redeploy Illinois Grant from the Illinois Criminal Justice Information Authority with anticipated grant revenue of $500,790. No matching funds required.
