City Council Minutes
I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:04 p.m.
Swearing in of new Zoning Administrator Tom Walker.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, Aldermen Neil Conklin, Tia Baugher, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Jason Brokaw. Alderman Andrew Gain was absent.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the agenda as amended. VOTES: Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
III. CITY CLERK
A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Conklin, yes; Baugher, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
B. Ordinance 2024-07 AN ORDINANCE AUTHORIZING CITY EXPENDITURES PENDING AND PRECEDING ADOPTION OF ANNUAL APPROPRIATION ORDINANCE. A motion made by Alderman Sonnemaker seconded by Alderman Allison to approve Ordinance 2024-07 AN ORDINANCE AUTHORIZING CITY EXPENDITURES PENDING AND PRECEDING ADOPTION OF ANNUAL APPROPRIATION ORDINANCE. VOTES: Conklin, yes; Baugher, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
C. A motion made by Alderman Sonnemaker seconded by Alderman Gorman for an Omnibus approval vote for the Regular Meeting Minutes of 4/16/24, Executive Session Minutes of 4/16/24 and the Finance Committee Minutes of 4/23/24. VOTES: Baugher, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Conklin, yes. Mayor Snyder declared the MOTION CARRIED.
D. Alderman need to review the Closed Executive Session Minutes Book for discussion at the next meeting.

A motion made by Alderman Allison seconded by Alderman Gorman to accept the bid from Water Solutions for the Water Treatment Chemicals. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes. Mayor Snyder declared the MOTION CARRIED.
IV. HEARING OF CITIZENS
A. Hand of Fate Vote on rasd closure for Drinkin with Lincoln festival and 5K run/walk. A motion to approve the road closures for Drinkin with Lincoln May 18, 2024 10 am to 4 pm. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the street closures for the Drinkin with Lincoln festival and 5K run/walk. VOTES: Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes; Allison, abstain. Mayor Snyder declared the MOTION CARRIED.
B. Ashley Lounsberry Invitations were passed out to the Mayor and Alderman for the Jaycee Park Ribbon Cutting 6/2/2024 1pm 3pm. All are invited to attend.
V. DEPARTMENTAL REPORTS
Alderman Gain arrived at 7:40 p.m.
A. Police
1. Chief Mike Nichols gave the Police Report for May 2024. Call numbers were down for the month. Officer Kaitschuk graduated from the academy on April 26, 2024. Currently doing field training with officer Crowe until Officer Dosier returns from sick leave. We hired two part time officers, both certified, and we plan on making them full time within the next two months. Officer Crowe tended his resignation effective May 24, 2024. He is going to the Menard Co. Sheriff's Dept.
B. Fire
1. Chief Pat Rebbe gave the monthly report for May 2024. Total of 25 calls for the month. Discussion on the purchase of the fire truck out of New York. Inspection and Oil Report have been done. The bad U-joint was replaced. Waiting on info for payment and arrangements to ship to us.
2. New Fire Chief Installation - Chief Pat Rebbe is stepping down. The Mayor has appointed Eric Hubner as Fire Chief and Chris Henderson as Asst. Chief with the swearing in of each.
3. Chief Eric Hubner presented Pat with a plaque for his ten years as Fire Chief and a frame with the shield from his helmet and name from his turnout gear.

A. Mayor's Report
1. Planning Commission Appointment Mayor Snyder brought forth the name of James Reed to be appointed to the Planning Commission. A motion made by Alderman Gorman seconded by Alderman Allison to accept Mayor Snyder's appointment of James Reed to the Planning Commission. VOTES: Gorman, yes; Conklin, yes; Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
2. Executive Session - FOP Contract Discussion 5ILCS 120/2 (c) (2). A motion made by Alderman Gain seconded by Alderman Gorman to adjourn to Executive Session to discuss the FOP contract. VOTES: Conklin, yes; Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
3. Regular Session - A motion made by Alderman Gorman seconded by Alderman Allison to return to Regular Session. VOTES: Baugher, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Conklin, yes. Mayor Snyder declared the MOTION CARRIED.
B. Treasurer
1. Budget Meeting Treasurer wants to set a Budget Meeting for after the May 21, 2024 regular meeting.
