City of Petersburg City Council met June 18

Here are the minutes provided by the council:

I.  CALL TO ORDER 

Mayor Rick Snyder called the City Council to order at 7:07 p.m. 

II. PRELIMINARY MATTERS 

A. Members present were Mayor Rick Snyder, Aldermen Neil Conklin, Andrew Gain, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Jason Brokaw. Alderman Tia Baugher and Bruce Gorman were absent 

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America. 

C. A motion was made by Alderman Gain seconded by Alderman Allison to approve the agenda as presented. VOTES: Sonnemaker, yes; Conklin, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

III. CITY CLERK 

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Sonnemaker seconded by Alderman Conklin to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Conklin, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. 

B. A motion was made by Alderman Allison seconded by Alderman Conklin to approve the minutes of June 4, 2024 Regular Meeting. VOTES: Conklin, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. 

C. A motion was made by Alderman Sonnemaker seconded by Alderman Allison to approve the minutes of the June 10, 2024 Street Committee. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Conklin, yes. Mayor Snyder declared the MOTION CARRIED. 

D. Resolution 2024-03 A RESOLUTION AUTHORIZING THE DISPOSITION OF EXECUTIVE SESSION MINUTES. A MOTION MADE BY Alderman Gain seconded by Alderman Sonnemaker to approve Resolution 2024-03 A RESOLUTION AUTHORIZING THE DISPOSITION OF EXECUTIVE SESSION MINUTES. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Conklin, yes. Mayor Snyder declared the MOTION CARRIED.

IV. HEARING OF CITIZENS 

V. DEPARTMENTAL REPORTS 

A. Police 

1. Installation of new officers — Chief of Police Mike Nichols gave the Oath of Office to Officer John Kaitschuk, Derrick Wilkerson and Seamus Kelly. 

2. Promotion - Chief of Police Mike Nichols promoted Officer Michael Dosier to Sergeant Dosier. 

B. Water 

1. Collector's Report Georgia Ed gave the Collector's Report for May 2024. This is the first bill for the FY. We sold 167,800 gal less that this time last year. We have 5 sewer adjustments 4 pools and 1 leak. A motion made by Alderman Gain seconded by Alderman Conklin to approve the Collector's Report and adjustments as presented. VOTES: Allison, yes; Sonnemaker, yes; Conklin, yes; yes; Gain, Gain, yes. Mayor Snyder declared the MOTION CARRIED. 

2. Water Superintendent's Report — Superintendent Korrie Davis. gave the Report for May 2024. The Plant treated 8,565,000 gallons of water. Samples sent to labs, conduit trench and conduit have been laid and wires will be pulled soon. Numerous reports to EPA. 

 3. New Truck Purchase — Nikles of Petersburg had 2023 1500 Tradesman Crew Cab 4X4 that the County had ordered. With delays getting the truck delivered the County bought something different. List price was $52,460.00 and Nikles is willing to let it go for $44,618.00 plus T&L & Doc Fee. A motion made by Alderman Conklin seconded by Alderman Gain to purchase the 2023 1500 Tradesman Crew Cab 4X4. VOTES: Sonnemaker, yes; Conklin, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

4. Discussion of the blue truck that is setting at Nickles needing fixed. By censuses of the Council we will declare it surplus property and we will advertise for sealed bids for it. 

C. Street 

 1. Street Superintendent's Report ― Superintendent Brian Whitehurst gave the Report for May 2024. Did mosquito spraying at Hurie Park, Jaycee Park, Girls Diamonds and Trailer Park. Started storm drain project on Madison behind the Elementary School. Witheral Electric is retiring so we talked to Impson Electric about hook ups on the square for events. He is willing to help. 

2. Brush Pickup Discussion held on going to one day a month 

for the months of July, August and September. A motion made by Alderman Gain seconded by Alderman Sonnemaker to change brush pickup to the first Monday of the month for July, August and September. VOTES: Conklin, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. 

D. Zoning 

1. TIF Application ― The Furniture Den has 2 Façade Improvement Applications.

A. Tuck pointing the South Side of the building and resurfacing 3 steps on the south side of the building estimated at $18,625.00. A motion made by Alderman Gain seconded by Alderman Allison to approve $6000.00 for the Furniture Den's TIF Application. VOTES: Conklin, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. 

B. Replacing Gutters and 3 Down Spouts on the North side of the building for an estimated $7000.00. A motion made by Alderman Gain seconded by Alderman Allison to approve $1700.00 for the Furniture Den's TIFF Application. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Conklin, yes. Mayor Snyder declared the MOTION CARRIED. 

VI. OFFICERS' REPORTS 

A. Mayor's Report 

1. Engagement Letter - Auditor Mike Feriozzi sent over an Engagement Letter for the handling of the professional services in connection with the Jaycee Park Revitalization Project. A motion made by Alderman Gain seconded by Alderman Sonnemaker to approve the engagement letter with City Auditor Mike Ferioffi. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Conklin, yes. Mayor Snyder declared the MOTION CARRIED. 

2. Committee formation The Mayor would like to form a committee for the old Jr. High School demolition and rebuilding planning. 

3. Chairman pro tem - The mayor will be out of town from June 19, 2024 to July 1, 2024 he would like to nominate Rick Sonnemaker as Chairman of the Council for that period. A motion made by Alderman Gain seconded by Alderman Allison to nominate Alderman Rick Sonnemaker as Chairman. VOTES: Sonnemaker, no; Conklin, yes; Gain, yes; Allison, yes; Mayor, yes. Mayor Snyder declared the MOTION CARRIED. 

B. Treasurer 

1. Treasurer's Report David Frick presented the Treasurer's Report. A motion made by Alderman Gain seconded by Alderman Allison to approve the Treasurer's Report as presented. VOTES: Conklin, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. 

2. Set Budget Meeting - The next Budget Meeting will be after the regular meeting on July 2, 2024 at 7:05 p.m.

1. Street Committee Recommendations - Discussion held on street signs at the Elementary School. Tabled until work is completed on sewer project on Madison and School Board decides how they will do car drop off from Madison.

X. NEW BUSINESS 

1. IDOT wants to rent a room starting this fall for the reconstruction of Rt. 97. By censuses the Council will allow this to happen.

A motion was made by Alderman Allison and seconded by Alderman Conklin to adjourn the meeting. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Conklin, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:23 p.m.
