City of Petersburg City Council met July 2
Here are the minutes provided by the council:
I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:00 p.m.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, Aldermen Neil Conklin, Tia Baugher, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Jason Brokaw. Alderman Andrew Gain was absent.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gorman seconded by Alderman Sonnemaker to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
III. CITY CLERK
A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Sonnemaker seconded by Alderman Gorman to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Conklin, yes; Baugher, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
B. A motion was made by Alderman Conklin seconded by Alderman Allison to approve the minutes of June 18, 2024 Regular Meeting as corrected. VOTES: Conklin, yes; Baugher, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
C. A motion was made by Alderman Allison seconded by Alderman Sonnemaker to approve the minutes of the June 18, 2024 Finance Committee Meeting. VOTES: Baugher, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Conklin, yes. Mayor Snyder declared the MOTION CARRIED.
IV. HEARING OF CITIZENS
A. David Bagot Petersburg Pharmacy ― Spoke on the issue of Pharmacy Benefit Manager Reform.
B. Doug Pope Broadgauge ― Asking permission to allow purchased alcohol drinks to be carried on carriage rides around the city. By consensus the Council will allow limited permission to allow alcohol drinks on the carriage rides. He also has some suggestions in regards to security on the square and parking access on the City Square.
V. DEPARTMENTAL REPORTS
A. Police
1. Department Monthly Report ― Mayor Snyder read the Report for the Month of June 2024.
B. Fire
1. Chief Eric Hubner gave the report for the month of June. Deputy Chief Chris Henderson will be taking the City's spot on the County 911 Board effective August 2024. Lettering on new Fire Truck came off real easy and easy and Jason Cutright will start of Petersburg's decals real soon. Big expenditure for bunker gear this month $17,230.00. We received a 50% matching grant from DNR for $8,615.00. We will submit paperwork for it this month.
2. Promotion of Colton Doerr - Chief Hubner would like to recommend the promotion of Colton Doerr to Lieutenant. A motion by Alderman Gorman seconded by Alderman Sonnemaker to promote Firefighter Doerr to Lieutenant Doerr. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes. Mayor Snyder declared the MOTION CARRIED.
VI. OFFICERS' REPORTS
A. Mayor's Report
1. Ordinance Enforcement Officer ― With the resignation of Tom Snyder the mayor would like to recommend to the Council to hire Jeff Koch as Ordinance Enforcement Officer effective 7/2/2024. The Mayor installed Jeff Koch with the Oath of Office.
2. Menard Animal Control Agreement — Menard County presented their annual Animal Control Agreement. This year's fee is slightly higher than last year. A motion made by Alderman Gorman seconded by Alderman Allison to approve the Agreement with Menard County Animal Control for $4454.85. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes. Mayor Snyder declared the MOTION CARRIED.
B. Treasurer
1. Set Budget Meeting The next Budget Meeting will be after the regular meeting on July 16, 2024 at 7:05 p.m.

IX. Old Business
1. Mayor Snyder discussed an an Intergovernmental Agreement between the Menard County County Highway Department, Menard County Road Districts 1-7, 9 and 10 and City of Petersburg. A motion made by Alderman Gorman that died for lack of a second. Tabled till the July 16, 2024 meeting.
2. Discussion about July 4 fireworks by individuals - Consensus is if the Police get complaints individuals will be told to stop one time only. Then they will be given a ticket if they continue.
3. Discussion on Buzzin Bean drive up window.
4. Discussion on line of site obstruction by a tree on the NW corner of 6th and Monroe
X. NEW BUSINESS

A motion was made by Alderman Conklin and and seconded by Alderman Baugher to adjourn the meeting. VOTES: Gorman, yes; Conklin, yes; Baugher, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.
