HB 2288 amends the Illinois Procurement Code by establishing procurement goals for veteran-owned small businesses. The bill redefines "small business" as one with annual gross sales of less than $150 million, doubling the previous cap of $75 million.

This change aims to enhance participation in the veteran-owned business program. Although HB 2288 did not pass the Senate, its provisions were incorporated into the annual procurement omnibus. This move restores parity between veteran-owned firms and those participating under the Business Enterprise for Minorities, Women, and Persons with Disabilities Act, reversing changes made during the 102nd General Assembly lame-duck session.

The Illinois Chamber of Commerce supports this initiative. The House voted unanimously in favor of it with a tally of 110-0-0. However, it was held in the Senate but included in the 2023 procurement omnibus.

In related news, Army Veteran Eddie Kimble has opened a new gun range in Pawnee. He becomes only the second African American to do so in Illinois.
