City of Petersburg City Council met Sept. 3

Here are the minutes provided by the council:

City Council Minutes 

I. CALL TO ORDER 

Mayor Rick Snyder called the City Council to order at 7:02 p.m. 

II. PRELIMINARY MATTERS 

A. Members present were Mayor Rick Snyder, Aldermen Neil Conklin, Tia Baugher, Andrew Gain, Bruce Gorman, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Jason Brokaw. Alderman Rick Sonnemaker was absent. 

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America. 

C. A motion was made by Alderman Gain seconded by Alderman Gorman to approve the agenda as presented. VOTES: Gorman, yes; Conklin, yes; Baugher, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

III. CITY CLERK 

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman seconded by Alderman Conklin to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Conklin, yes; Baugher, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

B. A motion was made by Alderman Gorman seconded by Alderman Allison to approve an Omnibuss vote for the listed minutes. VOTES: Conklin, yes; Baugher, yes; Gain, yes; Allison, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED. 

IV. HEARING OF CITIZENS 

Alderman Sonnemaker arrived at 7:06 p.m. 

1. Chelsea Lewis - With West Menard 4H Club would like to promote 4H week on October 6 5 p.m. with a Chalk the Walk event around the square. A motion made by Alderman Gorman seconded by Alderman Gain to approve the West Menard 4H Club to hold a Chalk the Walk event around the square October 6, 2024 at 5 p.m. to promote 4 H week. VOTES: Baugher, yes; Gain, yes; Allison, yes; yes; Gorman, yes, Conklin, yes. Mayor Snyder Sonnemaker, declared the MOTION CARRIED. 

V. DEPARTMENTAL REPORTS 

A. Police 

1. Monthly Report - Chief Mike Nichols gave the Report for the month of August 2024. 

2. Officer Kaitschak has resigned for personal reasons. 

3. The JayCee's are asking for the normal street closures for 

the Halloween Parade. A motion made by Alderman Allison seconded by Alderman Gorman to approve the street closures for the Halloween Parade on October 19 from 4 to 6 p.m. 

4. Flock Safety - Discussion about installing LPR and Live Cameras at the intersection of 97 and 123 and 3 locations on the main roads into town 

B. Fire 

1. Monthly Report - Chief Eric Hubner gave the Chief's Report for the month of August 2024. 

2. Charity Golf Outing was held August 24,2024 and they presented a $2500.00 check to Menard County Caring. 

3. Annual Pancake and sausage breakfast to be held Sept 21, 2024 during Harvestfest from 7 to 10 a.m. 

4. Conducting yearly Fire Drills at PORTA Elementary and Central on Sept 24, 2024 at 8:30 a.m. 

5. Should be receiving the check from IDNR for the matching grant we were awarded. 

6. New engine old decals have finally been removed. New decals should go on soon. 

VI. OFFICERS' REPORTS 

A. Mayor's Report 

1. Grocery Tax Ordinance — Ordinance 2024-11 AN ORDINANCE IMPLEMENTING A MUNICIPAL GROCERY RETAILERS' OCCUPATION TAX AND A MUNICIPAL GROCERY SERVICE OCCUPATION TAX. Discussion held on the ordinance for Alderman to look over. A vote will be taken at the next meeting. 

2. Camping Ordinance — Discussion held on amending section 14-9 of the Code of Ordinances of the City of Petersburg with Ordinance 2024-12 AN ORDINANCE REGULATING PUBLIC CAMPING WITHIN CORPORATE BOUNDARIES AND OTHER ACTIONS IN CONNECTION WHEREWITH FOR THE CITY OF PETERSBURG. A VOTE MAY BE TAKEN AT THE NEXT MEETING

X. Old Business 

1. Dam Update — DNR will update the City on the status of the Dam on the Sangamon River in a meeting on September 11, 2024 9:30 a.m. Removal may be started soon. 

2. City trip to Monroe City, MO to look at the Sewer Plant. 

3. Alderman Gain said the Committee for the Old Jr. High will be meeting soon.

XII. ADJOURNMENT 

A motion was made by Alderman Gain and seconded by Alderman Baugher to adjourn the meeting. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Conklin, yes; Baugher, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 7:54 p.m.
