Illinois representative criticizes new house rules over transparency concerns

The Illinois House of Representatives has adopted new House Rules for the 104th General Assembly. State Representative Mike Coffey, a Republican from Springfield, voted against HR 15, citing concerns over transparency and fair legislative processes. According to Coffey, the current majority party can bypass these rules to pass controversial legislation.

"We had a unique opportunity prior to voting to start off this new General Assembly focused on improving government and transparency. Unfortunately, the people of Illinois will be the ones to suffer from the failure of House Democrats to accomplish those goals," stated Rep. Coffey. He emphasized that Illinois residents deserve insight into which bills are advancing and should have opportunities for input through witness slips and committee testimony. "The Rules adopted by House Democrats this week fail to allow for needed transparency that the people of Illinois deserve."

Coffey proposed adopting HR 23 as part of the Rules, which would grant member access to the House Chamber during Clerk’s Office business hours. He noted his role in representing the Capitol Building and facilitating tours for groups from his district. "It shouldn’t be controversial to let the people of Illinois visit the House floor when we’re not in Session," he said.

House Republicans suggested several changes aimed at fairness in the Rules, but these were not considered by Democrats. Coffey expressed disappointment at what he views as a missed opportunity for progress in 2025 but remains committed to advocating for long-term solutions focused on lowering taxes and strengthening Illinois' economy.
