Community Resources. Dave MacDonna
1. Resolution to approve the application and forward to the County Board for the acceptance of the Community Service Block Grant from the Department of Commerce and Economic Opportunity in the amount of $539,821. No matching funds required.
Heartland Housed, Josh Sabo
1. Approval to hire a Street Outreach Coordinator at an annual salary range of $40,657-$60,986 effective 2/11/25. This is a new position. (was previously approved at the December 10th Finance meeting at a salary up to $50,821).
Highways. Brian Davis
1. Approval to hire a replacement Senior Resident Field & Bridge Engineer/Technician at an annual salary of up to $83,850 effective 2/12/25; the previous employee left the position on 10/31/24 at an annual salary of $83,850 and left the payroll on 11/8/24.
2. Approval to hire a replacement Highway Maintainer at an annual salary of $54,046.20 effective 2/24/25; the previous employee left the position on 1/14/25 at an annual salary of $59,826 and left the payroll on 1/31/25. Requesting waiver of the 30 day lag in order to fill plow truck needed for snow operations.
County Clerk, Don Gray
1. Approval to hire a Part Time Deputy Clerk at an hourly rate of $18.00 effective 2/12/25; the previous employee left the position on 2/11/25 at an hourly rate of $18.00 and will leave the payroll on 2/28/25. Requesting waiver of the 30 day lag due to a staffing shortage.
2. Approval to hire an Assistant Director of Vital Records at an annual salary of $61,000 effective 2/12/25; this a new position. This was previously approved on 10/8/24 at a salary of up to $60,000.
Public Health, John Ridley
1. Approval to hire a replacement Director of Environmental Health at an annual salary of $98,920.46 effective 1/20/25; the previous employee left the position on 12/31/24 at an annual salary of $107,371.29 and left the payroll on 1/17/25. Approve promotion for Colleen Kelley (Asst Director of EH) to Director of Environmental Health effective 1/20/25; her salary will change from $94,209.96 to $98,920.46. Requesting waiver of the 30 day lag. Kelley assumed Director duties on 1/1/25.
2. Approval to hire a replacement El Service Coordinator at an annual salary of up to $62,833 effective 3/3/2025; the previous employee left the position on 1/24/25 at an annual salary of $54,450.50 and left the payroll on 1/31/25.
Treasurer, Joe Aiello
1. Pre-Travel Approval for Revenue Specialist Shelly Craigmiles to attend the Connect25 Tyler Annual Conference from 5/11-5/14/25 in San Antonio, TX in the amount of $3,033.00.
Veterans Assistance Commission. Ashti Dawson
1. Approve a salary adjustment for Ashti Dawson, Superintendent. Her salary will change from $74,999 to $82,758 effective 12/1/24. Grade change from 13 to 17.
2. Approve a salary adjustment for David Rieger, Assistant Superintendent. His salary will change from $55,165 to $63,079 effective 12/1/24. Grade change from 11 to 14.
3. Approve a salary adjustment for John Rehbein, Veteran Service Officer. His salary will change from $47,262 to $58,829 effective 12/1/24. Grade change from 9 to 11.
4. Approve a salary adjustment for Bridgett Crawford, Veteran Service Officer. Her salary will change from $48,430 to $58,829 effective 12/1/24. Grade change from 9 to 11.
Circuit Clerk - Joe Roesch/Erin Tozer/Ande Kirkland
1. Approval to hire a replacement Deputy Clerk-Records Division at an annual salary of $38,369.36/$19.6766 effective 2/12/25; the previous employee left the position on 12/13/24 at an annual salary of $39,313.79/$20.1609 and left the Circuit Clerk payroll on 12/20/24.
2. Approval to hire a replacement Deputy Clerk-Courts Division at an annual salary of $38,369.36/$19.6766 effective 3/3/25; the previous employee left the position on 1/15/25 at an annual salary of $38,369.36/$19.6766 and left the payroll in that position on 1/31/25.
3. Approval to hire a replacement Deputy Clerk-Courts Division at an annual salary of $38,369.36/$19.6766 effective 2/17/25; the previous employee left the position on 1/10/25 at an annual salary of $38,369.36/$19.6766 and left the Circuit Clerk payroll on 1/17/25.

1. Approval to hire a Senior Detention Officer at an annual salary of $65,302 effective 2/12/25; the previous employee was promoted on 10/7/24 and left the position at an annual salary of $62,537.
2. Approval to hire a Detention Officer at an annual salary of $55,888 effective 2/12/25; the previous employee was promoted on 2/9/25 and left the position at an annual salary of 80,303.
3. Approval to hire a Detention Officer at an annual salary of $55,888 effective 2/12/25; the previous employee was set up to start on 12/16/24 but did not take the position after he was already set up in the system.
4. Approval to hire a Probation Officer at an annual salary of $50,886 effective 2/27/25; the previous employee was promoted on 1/27/25 and left the position at an annual salary of $51,829.
5. Approval to hire a Probation Officer at an annual salary of $50,886 effective 3/17/25; the previous employee left the position on 2/3/25 at an annual salary of $78,869 and will leave the payroll on 2/14/25.
6. Resolution to approve the application and forward to the County Board for acceptance of the Juvenile Redeploy Illinois Grant from State of Illinois DHS in the amount of $370,000. No matching funds are required. (this is a renewal)
7. Resolution to approve the application and forward to the County Board for acceptance of the Illinois Family Violence Coordinating Council Grant from the Illinois Criminal Justice Information Authority in the amount of $48,377. No matching funds are required. (this is a renewal)
