New Business 

Community Resources-Dave MacDonna 

1. Resolution to approve the application and forward to the County Board for acceptance of the Low Income Home Energy Assistance Grant (24-224038) from the Department of Commerce and Economic Opportunity in the amount of $2,356,732. This is a renewal and no matching funds are required. 

Circuit Clerk - Joe Roesch/Erin Tozer/Ande Kirkland 

1. Approval to hire a replacement Part Time Deputy Clerk-Court Clerks Division at an hourly rate of $16.1196 effective 3/12/25; the previous employee was promoted to a full-time position on 1/24/25 and left the position at an hourly rate of $16.1196. 

2. Approval to hire a replacement Assistant to the Clerk at an annual salary of $37,459.89/$19.2102 effective 3/12/25; the previous employee left the position on 1/10/25 at an annual salary of $37,459.89/$19.2102 and left the payroll on 1/17/2025. 

Court Services - Kent Holsopple 

1. Approval to hire a replacement Detention Officer at an annual salary of $55,888 effective 3/24/25; the previous employee left the position on 2/4/25 at an annual salary of $55,888 and left the payroll on 2/14/25. 

2. Approval to hire a replacement Data Specialist at an annual salary of $40,215 effective 3/24/25; the previous employee will leave the position on 3/14/25 at an annual salary of $40,959.56 and will leave the payroll on 3/28/25. Requesting waiver of the 30 day lag as two staff have resigned in a short period of time. 

3. Approval to hire a replacement Administrative Support Professional at an annual salary of $36,678 effective 3/24/25; the previous employee left the position on 2/26/25 at an annual salary of $37,357.

SMART-Kate Downing 

1. Resolution to approve the application and forward to the County Board for acceptance of the FTA Section 5311 Formula Grant from IDOT in the amount of $152,586. This is a renewal and matching funds are required. 

2. Resolution to approve the application and forward to the County Board for acceptance of the Downstate Operating Assistance Program (DOAP) from IDOT in the amount of $779,500. This is a renewal and matching funds are required.

Regional Planning Commission-Shannan Karrick 

1. Purchase Order-ULINE, Inc for desks in the amount of $10,255. 

Public Health-John Ridley 

1. Approval to hire a replacement Clerk Typist II-Clinic at an annual salary of $42,698.54 effective 4/14/25; the previous employee left the position on 2/28/25 at an annual salary of $42,698.54 and will leave the payroll on 3/14/25. 

2. Approval to hire a replacement LEHP-LEHP in Training at an annual salary of up to $60,140.59 effective 3/26/25; the previous employee was promoted on 2/10/25 and left the position at an annual salary of $60,140.59. 

3. Approval to hire a replacement El Service Coordinator at an annual salary of up to $62,833 effective 3/28/25; the previous employee left the position on 2/10/25 at an annual salary of $54,450,49 and left the payroll on 2/28/25.

Auditor, Andy Goleman 

1. Approval to adjust salary for Mark Crawford, Assistant Treasurer, effective 12/1/24; his salary will change from $67,999.78 to $70,787.81. 

2. Approval to adjust salary for Shelley Craigmiles, Revenue/Acct Tech, effective 12/1/24; her salary will change from $62,217.47 to $69,217.47. 

3. Approval to adjust salary for Tonya Albert, Tax/Acct Tech, effective 12/1/24; her salary will change from $60,827.31 to $65,824.31. 

4. Approval to adjust salary for Leanne Smith, Funds Mgmt/Acct Tech, effective 12/1/24; her salary will change from $57,183.44 to $62,183.44. 

5. Approval to adjust salary for Kristin Moser, Payroll/Acct Tech, effective 12/1/24; her salary will change from $52,391.62 to $57,391.62

County Board Administration, Brian McFadden 

1. Approve Kind Consulting agreement to assist the County in establishing the Mental Health Commission. Services will be provided March 12, 2025 through December 31, 2025 in the amount of $50,000. 

• Discuss resolution of VAC Board requesting that Sangamon County pay VAC's attorney's fees

1. (TABLED 2/11/25)Resolution and Consulting Agreement with Digitesse for the Massey Commission with an amount not to exceed $76,800 for an eight-month period.
