State Senator Sally Turner (R-Beason) has introduced new legislation aimed at helping Illinois families manage increasing electricity bills. The move comes after recent rate hikes in the MISO and PJM power grids, which have led to higher utility costs for many residents.
“Families across Illinois are already feeling squeezed by higher costs of living, and now they are being hit with unprecedented summer rate hikes on their electric bills,” said Senator Sally Turner. “It is unacceptable that working and middle-class households are left with virtually no option for relief while facing bills that can reach hundreds of dollars more each month.”
Senate Bill 2687, named the Home Utility Relief Act, proposes a Home Utility Rebate Program through the Illinois Department of Commerce and Economic Opportunity (DCEO). This program would offer rebates to households earning between 100% and 500% of federal poverty guidelines. These income levels often exclude families from traditional low-income assistance programs but still leave them vulnerable to rising energy expenses.
The bill calls for a $500 million Home Utility Rebate Relief Fund to be used during fiscal years 2026 and 2027. If funds remain after providing rebates to eligible households, some may be allocated to first-time small business owners.
“While low-income families already have programs to help them weather the storm of high utility costs, the lower middle class gets left behind far too often,” continued Senator Sally Turner. “This legislation is about fairness and making sure families who don’t qualify for these types of programs still have a lifeline when energy prices spiral out of control.”
The DCEO would be responsible for managing the program, including setting rules and qualifications to ensure prompt distribution of rebates. The agency must also adopt emergency rules so the program can begin quickly.
Turner has represented Illinois’ 44th Senate District since her election in 2021, succeeding former state senator Bill Brady.
