Village of Chatham Village Board met Aug. 12

Here are the minutes provided by the board:

1. Meeting Opening

1.1 Call to Order

Chairperson Kirsten Chiaro called the Committee of the Whole meeting to order at 6:12 p.m.

1.2 Roll Call

Present: Village Trustee Kristen Chiaro; Village Trustee Carl Try; Village Trustee Tim Nice; Village Trustee Meredith Ferguson and Village President Dave Kimsey

Absent: Village Trustee John Fletcher and Village Trustee Brett Gerger.

Others Present: Village Manager Pat McCarthy; Village Attorney Lisa Petrilli; Police Chief Vern Foli and Village Clerk Dan Holden

1.3 Public Comments on Agenda Topics

There were no Public Comments on Agenda topics at this meeting.

2. Consent Agenda

2.1 Approve Minutes of Previous Committee of the Whole July 8, 2025

A motion was made by Trustee Nice to bring the Consent Agenda to the table for discussion. This motion was seconded by Trustee Ferguson.  By an affirmative voice vote of the members present, the motion passed, and the Consent Agenda was approved.

3. Old Business

There was no Old Business discussed at this meeting

4. New Business

4.1 CMT Engineering Updates

Jim Michael, the Village Consultant Engineer, provided the following updates:

- The Plummer Boulevard project was completed in time for the start of school. Mr. Michael noted that it was a group effort as many players working on the project stepped up to get the project completed.

-Bristol and Hastings in Manor Hill will be redone with the experimental paving by PH Broughton. The plan is to have it completed in September.

-South Park will have repairs to the Bike Path starting in August.  This is from money in the Village Annual budget.

-Oil and chipping will begin soon. Ostermeier Road will be the focus.

-Bids will be accepted soon for Bike Path repairs and replacement.

-Savannah and Walnut intersection is planned to be bid early fall with completion thereafter. The plans for the project are with IDOT.  Waiting on IDOT to approve. 

4.2 Village Manager Update

-Village Manager McCarthy informed the Trustees of a Road Trip that a number of Village staff made to Cary, Illinois and Downers Grove, Illinois to tour their Village Halls.

-There will be an RFQ to review or vote on at the next meeting regarding the Village Building needs project.

-Village Manager McCarthy also noted Megan Cochran is working with the auditors for the Annual Audit and that Kayla Piehl will be taking Maternity Leave soon.  Hannah Hahn recently returned from Maternity Leave.

-The new phone system will be installed and set up during the first part of September.

Chief of Police Foli informed the Trustees of the potential to hire two new officers. More information at a future meeting.

4.3 Public Property & Recreation Committee update

There was no information presented on the July 14, 2025 Public Property & Recreation Committee.

4.4 Public Comments Village Business

There were no Public Comments regarding Village Business at this meeting.

5. Next Scheduled Meeting

5.1 Committee of the Whole Meeting 6:05 p.m. on September 8, 2025

There was no need for Closed/Executive Session during this meeting.

7. Adjournment

7.1 A motion was made by Trustee Ferguson to adjourn the Committee of the Whole Meeting. This motion was seconded by Trustee Nice.  By an affirmative voice vote of the members present, the motion passed, and the meeting adjourned at 6:45 p.m.
