Springfield releases appropriations and other passed ordinances

The City of Springfield, Illinois has issued a report documenting recent ordinances that had been passed earlier this month that includes contracts, appointments and the city’s annual appropriations measure.

This set of ordinances include those that were passed as of Feb. 16 and were recorded by the City Clerk’s Office on Feb. 19.

The appropriations ordinance is set to take effect on Tuesday, March 1 and accounts for the period of time up until Feb. 28, 2017. An appropriations ordinance is developed and approved by city council on an annual basis. Within the ordinance it states that any expenditure that goes above or beyond what is established in the ordinance will not be authorized unless an exception is made by city council. The ordinance also accounts for multi-year contracts that have been approved prior to this ordinance being finalized.

This ordinance also directs departments and offices to submit all financial information related to their respective operations to the Office of Budget and Management when requested by the office or city council.

In the event that actual revenue does not meet the anticipated revenue reported, the Office of Budget and Management has the authority to direct loans between funds and accounts to ensure cash flow remains adequate.

The FY2016 budget is listed as $276,204,574.
