Village of Divernon Board of Trustees met April 26.

Here is the minutes as provided by the board:

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, April 26, 2017 at the Divernon Village Hall. Mayor Pro Tem Derek Hedges called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Derek Hedges "Here", Wayne Jones “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes and Treasurer Christine Nichols. Randy Rhodes and Barclay Harris were absent.


A motion was made by Baer and seconded by Layton to approve the minutes of April 11, 2017. The motion passed 4-0 with Jones voting present.

Brenning presented the bills with a motion that they be approved. After Baer seconded the motion it was approved 5-0.

Dennis Ross of the Otter Lake Water Commission was in attendance to explain the RCPP partnership agreement the commission had invited the Village to be a part of. There would be no cost to the Village, but by becoming a partner with member towns on the water system it would enhance the chances of the Commission receiving funding to improve runoff in the watershed.

Supervisors Reports:

Public Works:

Superintendent Rhodes reported that he and his crew had begun work on the streets in preparation for oiling and chipping this summer. He asked for and received permission for Public Works to begin their summer hour work schedule. Hours will be 6:30-3:00 from May1 thru October 31. Rhodes has received his pesticide applicator license to spray for mosquitos.

Police:

Chief Harris will be returning to work on May 1, 2017.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges reported that letters had been mailed to all commercial property owners explaining the building permit process. Hedges said he had reviewed the beer garden ordinance. Some changes may need to be made, but not at this time.

Public Utilities, Water, Sewer and Gas:

A motion was made by Baer and seconded by Layton to enter into the RCPP agreement with the Otter Lake Water Commission. The motion carried 5-0.

Finance, Personnel, Technology, GIS:

Treasurer Nichols reported that the employee’s health insurance program qualifies for the IRS 125 plan. The plan would take deductions for insurance before taxes were taken out. This would reduce the employees gross wages and would increase their take home pay. The Village would be responsible for less payroll taxes and payments into IMRF. Nichols, Brenning and Baer will continue to work on this project.

Public Safety, Police, Health and Safety:

Nothing to report.

Public Works, Streets, Alleys and Sidewalks:

A motion was made by Copelin and seconded by Brenning to approve the “Supplemental Municipal Estimate of Maintenance Costs” for MFT work at a total of $27,140.00. The motion passed 5-0. A motion was made by Copelin to approve the “Supplemental Resolution for Maintenance of Streets and Highways by Municipality under the Illinois Highway Code”. Baer seconded and the motion was approved 5-0.

Building Grounds and Lights, Parks, Recreation:

Layton asked J. Rhodes if the front of the Village Hall could be power washed and the hedges out front be trimmed. She is also going to look into the ordinances in regards to owners cleaning up after their pets as well as burning garbage in burn barrels. Layton will speak with Jason Rhodes about the condition of the pavilion in the park and what needs to be done to it.

Old Business:

None.

New Business:

Molnar said election results had been canvassed by Sangamon County and had been declared official. The new Board will be seated at the next meeting.

A motion was made by Layton to go into executive session for personnel issues and to review executive session minutes.

The Board returned to regular session at 7:40 p.m.

Personnel issues were tabled.

Motion by Layton to adjourn at 7:45 p.m.
