Village of Divernon Board of Trustees met June 14.

Here is the minutes as provided by the board:

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday June 14, 2017 at the Divernon Village Hall. Mayor Jim Copelin called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Jim Copelin “Here”, Wayne Jones “Here”, Daryl Spelman “Here”, Derek Hedges “Here”, Dianne Brenning “Here”. Also in attendance were Police Chief Barclay Harris and Superintendent Jeremy Rhodes. Melissa Layton and Larry Baer were absent.

A motion was made by Spelman and seconded by Hedges to approve the minutes of May 24, 2017. The motion passed 4-0 with the Mayor voting. Jones voting present.

A motion was made by Spelman and seconded by Hedges to approve the executive session minutes of May 24, 2017. The motion passed 4-0 with the Mayor voting. Jones voting present.

Brenning presented the bills with a motion that they be approved. Jones seconded, and the motion carried 4-0.

Visitors:

Attorney John Myers was in attendance to introduce himself to the Board and explain his credentials. The Board is considering changing law firms.

Supervisors Reports:

Public Works:

Jeremy Rhodes first thanked the Board for his recent raise. He attended the Gas Utilities Alliance annual meeting in Effingham. Insurance on the natural gas system will be increased to $4.25 per meter beginning in 2018. He and Craig Cox attended the Illinois Risk Management safety training seminar. They learned that the metal sliding board in the park would need to be removed or replaced for insurance purposes. He reported that the pumps at the 3rd Street sewer lift station would be replaced the 2nd week of July. Streets will be oiled and chipped at the end of June. Part time employee Bob Caldwell has resigned and Rhodes asked to Board to hire some summer help. An ad will be posted and hopefully someone can be hired at the next meeting. The Board decided to sell the bucket truck for junk for $1000.00. Martin engineering will rebuild the transmission in the backhoe at a cost of $13,821.00. Brenning will talk with Treasurer Nichols before a decision is made.

Police:

Chief Harris distributed a draft of changes to the peddlers and solicitors ordinance. A vote will be taken at the next meeting.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Hedges has spoken with David Catlin about the reopening of Maddy’s Tavern. Catlin is expecting the final inspection to take place tomorrow and hopes to reopen by July 1, 2017. Hedges and Copelin have gotten in touch with the EPA manager overseeing the cleanup at the closed gas station. He hopes to have results of the core samples done by July 4.

Public Utilities, Water, Sewer and Gas:

A motion was made by Jones and seconded by Hedges to accept the engineering proposal from Benton and Associates at a cost of $2500.00. This is for the water line replacement project on Wells Street. The motion was approved 4-0.

Finance, Personnel, Technology, GIS:

Brenning has received information from the Illinois Department of Transportation in regards to grants that are available for a number of items which include storm sewer upgrades. She will get in touch with Benton and Associates to see if the Village would be eligible. She will speak with Nichols regarding a meeting with the Board to go over the financial statements. When a date is decided upon, it will be posted and open to the public.

Public Safety, Police, Health and Safety:

A motion was made by Hedges and seconded by Spelman to enter into an agreement with Sangamon County for animal control services for the coming year as well as approve the invoice from the county for $1163.90 for last year. The motion passed 4-0.

Public Works, Streets, Alleys and Sidewalks:

Molnar reported that Illinois Road Contractors submitted the low bid for street work at $24,744.00. A motion was made by Jones to approve the “MFT Acceptance of Proposal to Furnish Materials and Approval of Award”. Hedges seconded and the motion carried 4-0.

Building Grounds and Lights, Parks, Recreation:

A discussion was held concerning hiring someone to clean the Village Hall. A bid was received but the item was tabled. The Board asked Molnar to speak with Illinois Risk Management about liability before making a decision. Harris and Spelman will work on getting bids to replace the door for the back entrance of the Police Department.

New Business:

A motion was made by Hedges and seconded by Brenning to pass Ordinance 2017-004, the Prevailing Wage Ordinance as required by statute. The motion passed 4-0.
