Mayor Mann called the regular meeting to order at 6:00 pm
Treasurer’s Report: Mayor Mann presented the February 2018 Treasurer’s report to the board for approval. Trustee Patterson made a motion to accept the report as presented to the board. Trustee Mann seconded the motion. Vote taken, motion carries. Roll call – Branson – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye. Nay – 0.
Approval Of Minutes: Mayor Mann presented the February 8th, 2018 Regular Board Meeting Minutes to the board for approval. Trustee Patterson made a motion to approve the Regular Meeting minutes as presented to the board. Trustee Mann seconded it. All favored, motion carried.
Approval Of Payments: Mayor Mann presented the unpaid bills to the board for approval. Trustee Patterson made a motion to accept the unpaid bills as presented to the board. Trustee Branson seconded it. Vote taken, motion carries. Roll call – Branson – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye. Nay – 0.
Visitors: Chris Byer, Village of Loami resident asked the board if they have decided about allowing non-motorized boats on the reservoir at Colburn Park. Mayor Mann informed Mr. Byer that the board has decided to not allow non-motorized boats at the reservoir because there is no one available to police it during the day and that is a liability issue.
Jason Komnick and Matt Lehman, Managers of the Baseball League reviewed the Village of Loami and the Ball Leagues agreement terms. The Baseball League Managers negotiated with the board for a fee of $750.00 payable at the end of the ball season, the Village agrees to clean the restrooms, pay for the electrical, and supply paper products for the use of the restrooms. A copy of that agreement is on file at the Village Hall. Trustee Holloway made a motion to accept the agreement with the Baseball League. Trustee Patterson seconded it. Vote taken, motion carries. Roll call – Branson – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye. Nay – 0.
Aaron Pippen approached the board regarding property he purchased at 205 Mill St. his intentions are to either put a modular or a manufactured home on that property; it’s his understanding that manufactured homes are not allowed within the Village limits; Mr. Pippen asked the board if that could be changed. Attorney Rabin said he would have to look at the current Zoning Ordinance and if the board entertains the idea and if it does not fit in the current Zoning Ordinance. Mr. Pippen would have to petition the Zoning Board asking for a variance. The board asked the Attorney to look at the current Ordinance, Attorney Rabin stated he would.
Dale Molohon approached the board regarding property he purchased on East Center, his concern is the property next door and the amount of trash along the fence facing his property. Chief Workman stated he would go look at it.
Old Business: Mayor Mann stated that Vaughn Renfro contacted our Public Works Supervisor today and stated he could repair the Park Memorial for $4,700.00. Trustee Patterson made a motion to approve Mr. Renfro repairing the memorial in the amount of $4,700.00. Trustee Holloway seconded the motion. Vote taken, motion carries. Roll call – Branson – Aye, Holloway – Aye, Mann – Aye, McCann – Aye, Patterson – Aye. Nay – 0.
Trustee Mann stated that this years Easter Egg Hunt will be on March 24th, 2018 at 10 am sharp at Colburn Park and the stuffing of the eggs will be on March 14th at 6 pm at the Village Hall. In addition, the Loami Christian Church will provide children games at the event.
New Business: The board discussed the Annual Clean-up Day, this year it will be on May 19th, 2018 from 7am to 11am, they asked Clerk Glynn to order dumpsters and make flyers. She stated she would. The Annual Yard Sale will be on May 5th, 2018 from 7 am to? Treasurer Lewis stated she would advertise it in the newspaper. Treasurer Lewis stated the 4th of July committee will also have a fund raiser on May 5th, 2018, location place and time yet to be determined.
Mayor Mann stated that Barbra Hart has contacted the Village asking if she could use her property located behind Cohen’s property for occasional Flea markets and Food trucks; also, she asked for permission to install a gravel driveway leading from Main Street to the property. Trustee Patterson stated she would have to get permission from the County because Main Street is a County Road. The board agreed to Barbra Harts request for using the property for the occasional Flea Market and Food Trucks.
Trustee Holloway stated that he would like to see the Water, Sewer and Street Departments budget for the storage building located at of 602 N Main. The building improvement is for the Public Works Department to have a place to work on their vehicles during the cold months and store bulk salt for the winter; the cost would be around $20,000.00 for the improvement at a cost of $6,667.00 per department. Trustee Holloway asked Clerk Glynn to email Trustee Hamilton to add $6,667.00 to his budget for the building and $4,500.00 for salt. Clerk Glynn stated she would.
Clerk Glynn stated she mailed out ATV permit reminders, the current permit on ATV’s expires April 1, 2018.
Department Reports:
Parks – Nothing to report.
Streets Department – No Report.
Police Department – Chief Workman stated that the Police Department was very busy last month but this month it has slowed down. Chief Workman submitted the Police Report to the board and it is on file at the Village Hall.
Permits – Trustee Mann stated no permits, but she saw the work being done for the pole barn permit that was issued last month.
Delinquent Bills – Trustee McCann stated three shut-off and three turned back on.
Water/Sewer Department – Trustee Holloway stated that the water is ok except from the Bulk Water System had a leak due to the cold weather; it was fixed for $350.00 but it started leaking again, it will cost $6,500.00 to get it fixed permanently.
Public Safety – Trustee Mann stated her, and Chief Workman will do a drive around the Village Mid-April and mail letters to property owners who need to clean-up their property on or before the Annual Clean-up Day slated on May 19th, 2018.
With no further business at hand, Trustee Holloway made a motion to adjourn the regular meeting. Trustee Patterson seconded the motion. All favored, motion carried.
The next regular board meeting will be at 6 pm on Thursday, April 12th, 2018.
