City of Peru Finance and Safety Services Committee met September 12. 

Here is the minutes as provided by the committee:

Place of Meeting:  Council Chambers, Peru Municipal Building 

                              1901 4th Street, Peru, IL 61354

The Finance & Safety Services Committee Members Present: Aldermen Potthoff, Ferrari, Radtke and Radtke present; Mayor Harl present.

Other Persons Present: City Clerk Dave Bartley, Alderman Lukosus, Finance Officer Justin Miller, City Engineer Eric Carls and Economic Development Director Bob Vickrey

Matters Discussed

Alderman Ferrari made a motion to approve the minutes of the August 29, 2018 Finance & Safety Services Meeting. Alderman Payton seconded the motion; motion carried.

The Committee reviewed and approved the disbursements for payment on September 19, 2018.

Presentation

Old Business

Finance Officer Justin Miller provided the following finance update:

Finance Report- 09/12/2018

     o Fiscal Year 2018 Audit

     o Draft (expected by next finance meeting)

     o Report date (by end of September)

     o Investement Strategy

     o Investment Update

     o Long Term Financial Plan

     o Department head meetings

New Business

Committee discussed the purchase of brush chipper machine from Vermeer Midwest in the amount of $69,195.00; with trade in of $5,500 from old electric department chipper. Committee recommended formal approval at the next regular meeting.

Committee discussed bid award to John Pohar & Sons in the amount of $219,512.00 for the demolition of the former CVS site. Committee recommended formal approval at the next regular meeting.

Alderman Ferrari initiated a discussion regarding to acquire and evaluate the asbestos remediation costs at 309 Peru Street.

Alderman Radtke inquired about the status of the St. John’s Addition project and contractor J.W. Ossola Construction. City Engineer Eric Carls stated the project is behind and final concrete work is almost complete followed by grinding and paving. Alderman Radtke and Payton asked Carls to look into option for concessions and the possibility of liquidated damages with the contractor

City Engineer Eric Carl reported the following regarding a new grant opportunity with PISCIES II and Illinois Railway and project they have asked for the City’s cooperation and sponsorship.

• Public/private effort

• No cost to the City as sponsor

The Committee was agreeable.

Public Comment

Closed Session

Alderman Payton made a motion to go into closed session to discuss litigation “when an action against, affecting or on behalf of a particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent, in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting”. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Payton and Mayor Harl voting aye; motion carried.

Closed session began at 4:20 p.m.; ended 4:50p.m.

Alderman Payton made a motion to reopen the meeting. Alderman Ferrari seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Radtke, Payton and Mayor Harl present.

Alderman Radtke made a motion to adjourn. Alderman Payton seconded the motion. Meeting adjourned at 4:52 p.m.
