City of Auburn Council met Jan. 22.

Here is the minutes provided by the council:

Mayor Berola called the meeting to order at 7:00 p.m.

Present: Tom Berola, Julie Barnhill, Chris Warwick, Vic Devos, Jr., Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard.

Junior Alderman Attendance: Bailey Devine and Samantha Wheeler

Absent: Lori Basiewicz

Junior Alderman Absent: Mitch Jones

Department Heads: Chief Dave Campbell, City Officer Manager Kristy Ponsler, Superintendent Mike McCarthy, Assistant Superintendent TJ Henson and Attorney Rusty Reed

I. Mayor’s Comments

A. Burning Ordinance

Mayor Berola directed the Health & Safety Committee to meet to start discussing the issue of burning in Auburn.

II. Visitors/Public Comments

Steven Gwinn – Systems Management Group LLC (DBA Hot Slots (Liquor License) Mr. Steven Gwinn from Systems Management Group LLC presented to the Council to be able to reapply for a liquor license within the City of Auburn. He had previously applied with his brother, who at the time of previously applying was his partner. After presenting information and talking with Mr. Gwinn, Chief Campbell informed the Council that they have re-ran his application and background check and it has been approved for him and his manager. Gwinn indicated that his brother was no longer involved and has paperwork to show that. Mr. Gwinn will work with City Manager Kristy Ponsler for a smooth process.

III. City Clerk’s Report – Warwick

A. January 2, 2019 Meeting Minutes

Clerk Barnhill presented the meeting minutes from the meeting on January 2, 2019 for the Council’s review and approval. A motion was made by Sheppard to approve the January 2, 2019 minutes, second by Nadalini. VOICE Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: Lori Basiewicz (7-0-0-1)

IV. Treasurer’s Report – Warwick

A. Bills List January 8, 2019 to January 21, 2019

City Clerk Julie Barnhill, in the absence of Treasurer Chris Warwick, presented the Bills List from January 8, 2019 to January 21, 2019 for the Council’s review and approval. A motion was made by Powell to approve the Bills List from January 8, 2019 to January 21, 2019, second by Sheppard. VOICE Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: Lori Basiewicz (7-0-0-1)

B. December 2018 Cash Report

City Clerk Julie Barnhill, in the absence of Treasurer Chris Warwick, presented the December 2018 Cash Report for the Council’s review and approval. A motion was made by Powell to approve the December 2018 Cash Report, second by Sheppard. Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: Lori Basiewicz (7-0-0-1)

C. Bank Account Update

Barnhill reminded the Council of the upcoming Bank Account Update Information Meeting that has been set for Monday, February 4, 2019 at 6:30 p.m. in the Council Chambers.

VI. Department Heads

A. Chief Dave Campbell

Chief Campbell asked for the Health & Safety Committee to discuss part time hires and equipment within the Auburn Police Department. A Health & Safety Committee is scheduled for Wednesday, January 30, 5:30 p.m. in the Auburn City Council Chambers.

B. Superintendent -- Superintendent Mike McCarthy Snow Blade

Superintendent Mike McCarthy presented information regarding the purchase of a used Bobcat snowblade in the amount of $800 from the Village of Divernon for the Council’s review and approval. A motion was made by Johnson to purchase the used Bobcat snowblade in the amount of $800 from the Village of Divernon; second by Hemmerle. Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: Lori Basiewicz (7-0-0-1)

C. City Office Manager Kristy Ponsler

City Office Manager Kristy Ponsler shared with the City Council that with the frequent high winds the siding on the building has been coming off. Ponsler did contact the insurance company to see if it would be a claim. After a lengthy discussion with the Council and Superintendent McCarthy, it was decided to get quotes for fixing the siding, including plywood to be put on, and get back to the Council. Alderman Garrett indicated that he felt it was not necessary to put a claim in on this repair job. Garrett is concerned that it wouldn’t cover the entire building plus he didn’t want to put a claim in on our insurance.

Local 965 Garage Union Contract

Alderman Johnson presented the International Union of Operating Engineers, Local 965 Contract SLRB NO. S—UC-15-058 dating from May 1, 2018 to April 30, 2021 for the Council’s Review and Approval. A motion was made by Johnson to approve the International Union of Operating Engineers, Local 965 Contract SLRB NO. S—UC-15-058 dating from May 1, 2018 to April 30, 2021; second by Sheppard. Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: Lori Basiewicz (7-0-0-1)

Local 965 Clerical Unit Union Contract

Non-Union Raises

Alderman Johnson then presented a 3% raise to the non-union employees, TJ Hensen which also includes department heads Kristy Ponsler and Mike McCarthy for the Council’s review and approval. A motion was made by Johnson to approve a 3% raise, retroactive to May 1, 2018, to non-union employees, TJ Hensen, Kristy Ponsler and Mike McCarthy; second by Garrett. Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: Lori Basiewicz (7-0-0-1)

Raises for Summer Help/Mower

Alderman Johnson presented to the Council for their review and approval for summer help employee Rod Brandt receive a raise from $13.27 to $14.00 per hour beginning in the spring of 2019. Alderman Johnson presented to the Council for their review and approval to hire part time mower Dan Parish to conduct mowing as needed for an hourly rate of $12 and will begin in Spring of 2019. B. Public Works/Public Utilities – Johnson/Hemmerle

Aldermen Johnson indicated to the Council that the process of easements will need to start being tracked down.

C. Health & Safety – Alderman Nadalini

Alderman Nadalini informed the Council that the FOP contract was ready for the Council’s review and approval. A motion was made by Nadalini to approve Illinois FOP Labor Council and City of Auburn Patrol Officer and Sergeants dating May 1, 2018 to April 30, 2021; second by Sheppard. Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: Lori Basiewicz (7-0-0-1)

Alderman Nadalini then presented a quote for portable radios for the Auburn Police Department for the Council to review and approve. A motion was made by Nadalini to accept the bid of $11,158 with Global Technical Systems, Inc to purchase portable radios for the Auburn Police Department; second by Sheppard. Vote Aye: Vic Devos Jr, Jason Garrett, Larry Hemmerle, Rod Johnson, Vince Nadalini, Joe Powell, and Tracy Sheppard. NAY: None. PRESENT: None. ABSENT: Lori Basiewicz (7-0-0-1)

Alderman Nadalini will look at calendars to set up a meeting with the Health & Safety Committee to discuss the issue of burning in Auburn.

D. Health & Housing – Sheppard

E. Parks – Hemmerle

Alderman Hemmerle -- No Report.

F. Sidewalks -- Garrett

Alderman Garrett – No Report.

G. Economic Development Committee – Basiewicz

Alderman Basiewicz was absent and Economic Development Committee (EDC) Chair Matt Brown was in attendance to present a report. EDC Chair Matt Brown presented to the Council that the committee is working on prospective businesses coming to Auburn. He indicated that they do have a lead on a business that is interested and would like to talk with the Council. They are willing to come to the February 18th Council Meeting to make a presentation. He also indicated that they have 3 members so that they can have a quorum for each meeting and plenty of volunteers. Brown indicated that they will keep the Council in the loop of happenings.

VII. Adjournment Other Business
