Village of Chatham Committee of the Whole met May 12.

Here is the minutes provided by the committee:

A. Call to Order

1. Roll Call

*Remote attendance was conducted in accordance with Executive Order 2020-07

Present remotely: Trustee Chiaro, Detmers, Scherschel, Gerger, and Village President Kimsey. Absent: Trustee Mau

Others present remotely: Clerk Dahlkamp, Attorney Moredock, and Village Administrator McCarthy, Chief Fiscal Officer Sherry Dierking.

2. Public Comments Agenda Topics: If you have a Public Comments on Agenda Topics you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

There were no public comments.

B. Consent Agenda

1. Approve Minutes from Tuesday, April 14th, 2020.

Trustee Detmers moved, seconded by Trustee Chiaro. The consent agenda passed 5 yes, 0 no, and 1 absent as follows: Trustee Mann yes, Trustee Gerger yes, Trustee Chiaro yes, Trustee Detmers yes, Trustee Scherschel yes, and Trustee Mau absent.

C. Old Business

There was no old business this evening.

D. New Business

1. CMT Engineering Updates

Jim Michael CMT- The drainage and culvert replacement in Glenwood Park neighborhood has been completed. The patching on Gordon and Spruce has been done. The west-side of Gordon Drive is in the works for drainage improvements. The letters of credit for outstanding bond money have been sent to the Village Administrator. The drainage in the area of the village electrical building and neighboring area is being looked into to relieve some of those issues. All of the MFT dollars will be going to material purchases for road work. The plan is to get some more work done this summer and fall.

2. Village Manager Update

The Blue Cross Blue Shield (BCBS) health insurance contract is up for renewal on July 1st. The consultant for BCBS has given the village quotes. There has been no change with the vision insurance. There was a 52.74 percent drop in dental coverage. Items covered have increased from 50 percent to 80 percent for the benefit package. There were two different medical offers: 1 year renewal 8.91 percent, and a 2-year renewal with a 11.91 percent increase. Village Administrator is suggesting a two-year renewal. There will be an ordinance at the next meeting for the BCBS suggested insurance renewal package. There will be copies of this on Board Docs next week. There was a check received from CEFCU for North Pointe neighborhood, to repair and add the missing sidewalks. The Village employees are following social distancing guidelines protocol as passed down from the state.

3. Public Property & Recreation Committee Discussion

There was no meeting this past Monday due to COVID restrictions/projects currently on hold due to the pandemic. The main project right now is still the consideration of the dog park. There has been a map created as to where the projected park will be. Trustee Detmers shared this projected map with the board. It would be located in Westside Park. Trustee Scherschel and Detmers are still not able to directly talk to residents close to the park due to COVID-19 social distancing restrictions.

4. Utility Oversight Committee Discussion

There has been no new meeting since the last committee. The next meeting is at 6:00 PM on June 8th, 2020.

5. Public Comments Village Business: If you have a Public Comments on Village Business you must email it to (publiccomments@chathamil.net) at least 30 minutes before the beginning of the scheduled meeting.

There were no public comments.

Trustee Chiaro moved, seconded by Trustee Scherschel to adjourn the committee of the whole. This was passed by voice vote at 6:39 PM.
