The Regular Meeting of the Board of Education of Canton Union School District #66 was held beginning at 7:00 PM via video conference due to the COVID-19 pandemic.
1. CALL TO ORDER (Please silence cell phones)
Board President Leonard Barnard called the regular meeting to order at 7:08 PM via video conference.
2. ROLL CALL
Board members present and answering roll call were Leonard Barnard, Ben Bishop, Lori Coleman, Matt Kees, Jane Lewis, Tom Snowman and Mike Krulac.
3. PLEDGE OF ALLEGIANCE TO THE FLAG
Board President Leonard Barnard led those in attendance in the Pledge of Allegiance.
4. AMENDMENTS TO THE AGENDA
There were no amendments to the agenda.
5. RECOGNITION OF AUDIENCE REQUESTS TO ADDRESS BOARD OF EDUCATION
In recognition of audience requests to address the Board of Education, Mrs. Deb Reavis who is a Special Education Teacher with the Canton Union School District for the last 31 years and the Canton Education Association Co-Vice President and Co-Chief Negotiator spoke along with Reading Aide and Non- Certified Co-President of the Canton Education Association, Mrs. Amy Evans. Mrs. Reavis expressed their concerns, on behalf of the Canton Education Association, regarding the potential reduction in force of reading aides and bus monitors. Mrs. Reavis mentioned that almost 40% of the Pre-K through 12 workforce is comprised of support staff which includes reading aides and bus monitors. Mrs. Reavis stated that support staff is a critical part of the staff who work with the most vulnerable students within the school district. Mrs. Reavis spoke of the importance of these positions which help to form school improvement plans and assist in meeting the needs of all students. The Canton Education Association is hopeful for a thoughtful plan moving forward regarding the Reduction in Force, asks that the district upholds their commitment to minimize the reductions and revisit this when it gets closer to the start of next school year. Board President Leonard Barnard thanked Mrs. Reavis for addressing the Board.

Board member Bishop moved to approve the Consent Agenda. Krulac seconded. Voting yes by roll call were board members Bishop, Krulac, Barnard, Kees, Lewis and Snowman. Coleman abstained.

H. Consider Approval of Resolution Authorizing a Loan Not to Exceed $300,000 from the Education Fund to the Transportation Fund
Assistant Superintendent Tad DeRenzy briefly mentioned, as discussed last month, that depending on tax payments there may be a need to borrow from the Education Fund to supply the Transportation Fund.
Board member Coleman moved to approve a resolution authorizing a loan not to exceed $300,000 from the Education Fund to the Transportation Fund. Bishop seconded. Voting yes by roll call were Coleman, Bishop, Barnard, Kees, Lewis, Snowman and Krulac. Motion carried.
I. Consider Approval of Canton Union School District #66 Teacher Evaluation Plan Manual
Board member Bishop moved to approve the Canton Union School District #66 Teacher Evaluation Plan Manual. Snowman seconded. Voting yes by roll call were Bishop, Snowman, Barnard, Coleman, Kees, Lewis and Krulac. Motion carried.
J. Consider Approval of Resolution for Attendance at the IASB-IASA-IASBO Joint Annual Conference, November 20-22, 2020
Board member Krulac moved to approve a resolution for attendance at the IASB-IASA-IASBO Joint Annual Conference, November 20-22, 2020. Bishop seconded. Voting yes by roll call were Krulac, Bishop, Barnard, Coleman, Kees, Lewis and Snowman. Motion carried.

A. District Financial Profile
The District Financial Profile was reviewed by board members. Assistant Superintendent Tad DeRenzy mentioned that the Canton Union School District #66 maintained a recognition status of 3.55 out of a 4.0 with 4.0 being the highest recognition status.

A. Western Division Governing Meeting - Virtually on Wednesday, May 27, 2020 at 6:30 PM

Board members reviewed the information regarding the Western Division Governing Meeting. Any board members interested in attending will reach out to Emily for registration.

The board entered into closed session at 7:22 PM. The board returned to open session at 8:18 PM.
16. ACTION FROM CLOSED SESSION

Board member Coleman moved to approve a resolution authorizing the honorable dismissal of all Canton Union School District reading aides and school bus monitors. Bishop seconded. Voting yes by roll call were Coleman, Bishop, Barnard, Kees, Lewis, Snowman and Krulac. Motion carried.
Board President Leonard Barnard stated that the board discussed a lot during the closed session. President Barnard said the board was very happy to hear the comments from the Canton Education Association and clear willingness to bring any and all staff back assuming school resumes under normal circumstances. President Barnard stated that unfortunately, due to the lack of flexibility with the sixty day requirement, the board is regretfully forced to take the action this evening; however, the board is hopeful the school district will be back to a normal schedule, but no one knows right now.

Board member Coleman moved to adjourn the regular meeting. Lewis seconded. Voting yes by roll call were Coleman, Lewis, Barnard, Bishop, Kees, Snowman and Krulac. Motion carried.
