Village of Chatham Village Board met July 28.

A. Public Hearing

1. The Village of Chatham will hold a public hearing at 5:45 p.m. in the Village of Chatham Municipal Hall located at 117 E. Mulberry, Chatham, IL to provide interested parties an opportunity to express their views on the proposed Downstate Small Business Stabilization application funded by Community Development Block Grant (CDBG) funds.

2. Lule II Inc DBA The Chatham Cafe

Attendance: Chief Foli, Village Administrator McCarthy, Clerk Dahlkamp, Trustee Chiaro, Trustee Detmers, Trustee Scherschel, Trustee Mann, Trustee Mau, Trustee Gerger, Village President Kimsey, Lulzime Asani, Don Fumer, and Darlene Judd.

1. The Village of Chatham will hold a public hearing on July 28, 2020 at 5:45 p.m. in the Village of Chatham Municipal Hall located at 117 E. Mulberry, Chatham, IL to provide interested parties an opportunity to express their views on the proposed Downstate Small Business Stabilization application funded by Community Development Block Grant (CDBG) funds.

2. The Chatham Cafe.

1. Amount of Funds available – As the Village of Chatham is not a HUD Direct Entitlement Community, we defer to the State of Illinois, through the Department of Commerce and Economic Opportunity and their $20 million in CDBG funds that have been made available to the Small Business Stabilization Program to make the final determination on overall fund totals available. Qualifying small businesses, via their local government are eligible to submit grant requests for up to $25,000. The state will issue the grants on a rolling basis and make determinations on fund availability and access to this capital as applications are processed.

2. Activities to be undertaken with the grant funding: The program component makes funds available for 60 days of verifiable working capital up to a grant ceiling of $25,000 and is available for businesses that employ 50 people or less. These funds may be used to assist private for-profit small retail and service businesses, or businesses considered non-essential by the Governor’s Executive Order without the ability for employees to work remotely. The Chatham Café has requested $25,000.

3. Public hearing requirements for this grant include giving a detailed, prioritized list of community development and housing needs. As the Village of Chatham is not a typical HUD Direct Entitlement Community, and this State repurposing of funds makes the priority list specific to 60-days of verifiable working capital funds of qualifying small businesses as it relates to Chatham and these applications.

4. Narrative Discussion of the scope of the project: The Chatham Café is the operational entity of Lule II Inc. located in Chatham, IL Providing a food service enterprise to the community of Chatham and Sangamon County. The Chatham Café, like other food establishments was forced to close its doors due to the State of IL Executive Order. Now the Chatham Café have the opportunity to provide food services outdoors as well as for carryout and try to re-establish its full food service business. The Chatham café is seeking funds to help support the additional costs of operation during COVID-19 Pandemic. Increased expenses for food and supplies, additional necessary cleaning, personal protective equipment, coupled with a continued prohibition of indoor food service has placed a huge burden on the Chatham Café. These additional funds would assist the Chatham Café in meeting the demands of continued operation.

Trustee Mann moved, seconded by Trustee Detmers to put the consent agenda on the table for action. The consent agenda passed 6 yes, 0 no, and 0 absent as follows: Trustee Mann yes, Trustee Scherschel yes, Trustee Detmers yes, Trustee Gerger yes, Trustee Chiaro yes, and Trustee Mau yes.

E. New Business

1. COUNCIL RESOLUTION OF SUPPORT- Community Development Block Grant Lule Inc DBA The Chatham Cafe, Resolution 32-20

Trustee Scherschel moved, seconded by Trustee Mau to put the resolution on the table for action. Resolution 32-20 passed 6 yes, 0 no, and 0 absent as follows: Trustee Mann yes, Trustee Scherschel yes, Trustee Detmers yes, Trustee Gerger yes, Trustee Chiaro yes, and Trustee Mau yes.
